Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administration; Nick Lelack, Matt Martin and BOCC, David Doyle and Laurie Craghead, County Counsel; and approximately 100 citizens, including a few representatives of the media. Chair DeBone opened hearing at 10:00 a.m., and indicated that the Board would attend to the other items of business.first, and then the hearing on HB 3400. 1. PLEDGE OF ALLEGIANCE 2. CITIZEN INPUT 3. Before the Board was a Public Hearing and Consideration of Board Signature of Order No. 2015-037, Establishing a No Shooting District on Certain County, City of Redmond, Redmond Park & Recreation and Private Lands. Minutes of Board of Commissioners' Business Meeting Wednesday, August 12, 2015 Page 1 of 6 Peter Russell gave an overview of the item. There were 37 property owners contacted, and those who wanted to join and adjoin the district are included. The City of Redmond and the BLM already have this in place on their land in that area. James Lewis said they received one letter, supporting the district. This was the only correspondence. It references inappropriate shooting incidents and the citizen concerns regarding safety in the area. The Board asked Mr. Lewis to read the letter into the record, which he did. (A copy of the letter is attached for reference,) Katie Hammer of the Redmond Parks & Recreation District gave her observations about the issue. They have 40 acres of property in the area with a lot of different users. They have dealt with shooting concerns many times, usually several times a week. It is a more recreational area now and close to town, and it should be a no shooting district. Capt. Erik Utter of the Sheriff's Office, speaking for the rest of the Department, supports this action. They have to respond to calls about this area on a regular basis. In one instance, an RV was actually struck by a round while a child was in the vehicle. County employees work in that area and complain of ricocheted bullets. This area is utilized for a multitude of activities, including camping, hiking, riding horses, etc. There are conscientious shooters, but the few who are not careful create a safety issue. It is difficult to field calls that come in on this problem. Michael Trammel said he lives adjacent to this land, and supports this action. He has been there for four years and hears shooting at all hours. He hates to call it in because it is too hard to identify who is doing it or where they are. His house has been hit by bullets. He asked whether there is going to be enforcement of what the BLM has designated as no shooting. Chair DeBone stated that it helps to have this on the record. Commissioner Baney said that perhaps this is a good chance for a community conversation between law enforcement and homeowners. Minutes of Board of Commissioners' Business Meeting Wednesday, August 12, 2015 Page 2 of 6 Brian Nelson is a long time member of the Redmond. Rod & Gun Club as well as the Trail Alliance. He was part of the group that created the range safety program at the Club. This is currently a free-for-all area, and it is a question of public safety. He has seen responsible firearms use there, but has also seen the opposite. Having a range safety officer for the Club made a big difference. He asked that due diligence be used to ensure safety in that area, since it is not an appropriate place to shoot. William Kuhn of Sizemore Road stated that there are often many governmental jurisdictions, and Judge Sullivan appointed a group to include these agencies to discuss issues like this one. Being no further testimony offered, Chair DeBone closed the hearing. Commissioner Baney said she believes that most gun owners are responsible, but there is a greater accountability to the general public. This allows for some clarity. Otherwise, it is hard to understand where the safe locations are. Commissioner Unger stated that he used to play in the area when he was a child. Yes rg No I have been running on this land for several years and have covered almost the entire expanse. This has allowed me to see the pervasive impact that firearms and associated behavior has left on this land. This is most evident by the objects left in trees and the spent and unspent shells scattering on the ground. This scattered debris is not my biggest concern it is the threat to life and limb of those that may or may not be engaged in firearm related actives. There is always a story associated with these trinkets that are left to collect dust and rain but I hope through sharing my personal experiences on these dusty roads you understand why I believe banning the discharging firearms on the tract of land in question is in everyone's best interest. The most benign was coming up over a berm to find a small group discharging firearms. This was initially quite gut wrenching as I had to quickly assess which direction they were shooting. Luckily they were shooting in the opposite direction but I still had to assess a safe route out of the situation. Image for a moment that their direction was different and I had poor timing. A later incident was coming across a group of individuals on dirt bikes and informing them that their loop was bringing them dangerously close to a group of people firing handguns. They started rather far away but the far end of their loop brought them to the opposite side of a single berm. This group had no idea they were in danger as they couldn't hear the discharges over their bikes. They also had children with them that were learning to ride. My final example is of a time I was running through a particular section of this land that undulates notably. I started hearing regular and consistent discharges. The problem was given the terrain I couldn't orientate myself to the direction or the distance of the discharges. It took several terrified and methodical minutes to ease myself out of this life threatening situation. I'm going to dwell on this last example to harden my point. This happened years ago and I'd relayed the story to friends and family through nervous laughter on several occasions. It wasn't until I recently relayed the story to a room of strangers and nearly burst into tears that I appreciated how traumatic this situation was for me. I still have a hard time maintaining my composure whenever I retell this particular story. The bigger point is that myself and the others in my stories are not the only ones that use this dusty tract of land. There are near by home owners, dog walkers, hikers, mountain bikers, ATV/OHV enthusiasts, RC enthusiasts, equestrians, Working Professionals, and even the homeless.This represents a serious volume of users on this land and some of this use is quite recent.Now none of the users listed above don't present any more danger to others by their use of the land than they do to themselves. Gun enthusiasts can not make this claim. Their use directly endangers all users. All it takes is poor timing and a moments laps in concentration for these stories of literal near misses to be tragedies In closing I would like to share my deep regret for my inability to to attend this meeting but I would like to thank everyone for listening to me on this topic both those that agree with me and those that don't.
