Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administration; David Doyle, County Counsel; Judith Ure, Administration; and three other citizens. Chair DeBone opened hearing at 10:00 a.m. 1. PLEDGE OF ALLEGIANCE 2. CITIZEN INPUT Citizen Justin Gottlieb advised the Board that he is working with a group of people to establish the High Desert Cannabis Cooperative. They have already met. This group invites the Board to visit a marijuana grow operation. He provided a handout. Commissioner Baney emphasized that the work session this afternoon is for the Board to interact and not meant for public testimony. Before the Board was Consideration of Board Approval of Special Transportation Fund Advisory Committee Grant Recommendations. Judith Ure gave an overview of the STF process, which occurs every two years. The State provides the funding for appropriate agencies. The funding amount is higher this year than previously. The County grants the funds out for two years to service providers. The County retains $4,000 of the total for administrative expenses. There were three separate solicitations in the past, followed by another. There was a carryover from the previous biennium as well. The Committee met, with applicants and an ODOT representative also there. There are differing ideas regarding how to allocate. They are based on initial requests and trying to keep everyone's request whole. Cascade East Transit did a combined application for all of their services, including Dial-a-Ride. Abilitree and Opportunity Foundation got some dollars, and they are trying to cooperate with CET as much as possible. It is important that these client-only providers work with CET. CET is able to match funding with federal funds while the others cannot. Commissioner Unger asked if there is certainty beyond the two years. Ms. Ure said it changes over time. There may be funding available for capital expenses in the future. She is not sure of future allocations, and there are times when there is no funding available. Commissioner Unger asked if the County contributes as well. Ms. Ure replied this is approved in the budget process, with $10,000 for south County transit. This comes out of the video lottery fund. The City of La Pine has agreed to match some of this. Commissioner Baney asked about the EMT dollars that go to the Coordinated Care Organizations. She wondered if they are serving the same people or same areas. Ms. Ure said that she does not know if any of the EMT funds go to CET. This is more for operational costs to keep the busses running. STF money is more the bread and butter funding to keep things operational. CET is very meticulous about keeping track of revenue. Ms. Ure said the federal government severely limits funding towards groups like Abilitree and Opportunity Foundation because of their specialized clientele. This is about their only source of funding. He would like to know how Dial-a-Ride fits into the CET program. Ms. Ure stated that the application outlines the portion for each segment, including also how it fits into the outlying cities. Yes N o • �JTESC o` w At Za erg' V- Date: August 26, 2015 To: Deschutes County Board of Commissioners From: Judith Ure,Management Analyst Subject: Special Transportation Fund Advisory Committee Recommendations Special Transportation Fund Formula Grant Process Each biennium,Deschutes County receives an allocation from the Oregon Department of Transportation's(ODOT) Special Transportation Fund(STF)Formula Grant Program for the purpose of supporting transportation services for the elderly and people with disabilities. These funds are distributed by the County to local service providers through a competitive grant process. Applications are reviewed by the County's Special Transportation Fund Advisory Committee(STFAC)which then formulates a recommendation for consideration by the Board of County Commissioners. Upon Board approval,staff submits an application to ODOT as required to receive the funds, and begins the process of preparing individual contracts with recipient agencies. Deschutes County reimburses grant recipients on a quarterly basis. Payments are made only after each provider submits a status report that details revenue and expenses,trips provided, hours and miles driven, equipment operated,and accident history for the reporting period. Amount Available Deschutes County's 2015-17 biennium STF formula allocation from ODOT is$978,556,of which$4,000 will be retained by the County to offset administrative expenses. In addition,the County received supplemental funding late in fiscal year 2014-15 in the amount of$60,866 which will also be distributed during the 2015-17 biennium,making a total of$1,035,422 available for grants to local service providers. The STO allocation for the same period is$50,284,making a total of$541,896 available for grants to local service providers. Special Transportation Fund Advisory Committee Recommendations Enharacing Me Lives of Citizens by Delmerrng Qi a/thj Services in a Cost-Effective Manner Deschutes County received three applications requesting funding in the amount of$1,258,760 for the 2015-17 biennium. All of this year's applicant agencies have been awarded STF grants by Deschutes County in the past and have a strong record of performance within the grant guidelines. The Deschutes County STFAC convened in a public meeting held on August 12,2015 to review applications for funding and to develop a recommendation for STF and STO distribution. Applicant agencies were invited to attend that meeting and were given an opportunity to further describe their services and requests for funding. The Committee's recommendation,which appears below along with a history of past awards,is based on the amount available for distribution,written and verbal information provided by the applicants,and priorities identified in the Deschutes County Coordinated Human Services Transportation Plan. The last column in the following chart outlines the resulting recommendation of the STF Committee and represents a composite of STF and carried-over funds.
