MINUTES OF WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, DECEMBER 7, 2015
Present were Commissioners Anthony DeBone and Alan Unger; Commissioner
Tammy Baney was out of the office Also present were Tom Anderson, County
Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County
Counsel; Wayne Lowry, Finance; Whitney Malkin, Communications; and Nathan
Garibay, Sheriff's Office. No representatives of the media or other citizens were in
attendance.
Chair DeBone opened the meeting at 1:30 p.m.
1. Discussion and Authorization to Apply for a Rangeland Wildfire Threat
Reduction Technical Assistance Grant.
Nathan Garibay gave a brief overview of the item, which is a newly available
grant through the Oregon Watershed Enhancement Board, and relates to Sage
Grouse and rangeland protection, and equipment needed for this purpose. The
group is completely volunteer, and works with the Oregon Department of
Forestry. They have six engines now but need a bulldozer and other equipment,
and they are applying for a separate grant for this. The Sheriff's Office will
provide primarily communications system equipment compatible with the BLM
system, and two external defibrillators.

2. Other Items.
Discussion took place about working with other counties in the event of a major
natural disaster such as an earthquake or tsunami. Lane County and Clatsop
County inquired through AOC. It was felt that this kind of partnership could be
valuable and should be established in advance. Torn Anderson will follow up.
Community renewable energy was also a big topic at AOC, and a nonprofit has
been formed. It is primarily involved with wind power at this point, but other
energy sources are being considered. Chair DeBone said it costs $100 a year for
a membership and he would like to be more involved to determine if what the
group is doing is of value. Mr. Anderson stated he would check their website and
see if it makes sense.
Budget Committee members will have their mid-year meeting next week.
Ideally, they would like to identify the new member soon and have them attend.
There are six applicants so far, and the deadline is today. Mr. Anderson wants to
know who should do the interviews. Commissioner Unger could be available
part of Friday; Chair DeBone is available Thursday afternoon. Steve Swisher,
Larry Fulkerson and someone from the City of Bend's finance department have
applied. The others have accounting or a business background. Commissioner
Unger likes the balance they have today and wants it to remain well-rounded.
Erik Kropp feels that someone who could represent the private sector would
probably be best. Wayne Lowry added that they all seem to be viable candidates.
He will make arrangements for the interview process and come up with some
standard questions.
The Goal 11 public hearing will be continued at La Pine High School on the
evening of January 6. Chair DeBone hopes to be able to bring this to closure in
the community, after years of hard work.

There are two Sunriver meetings next week; one with the Service District board
and with the Owners' Association board.
The SROA meeting is on Friday, December 18, and should include a discussion
of recycling center improvements. They have identified the land for this already
and want some help in building it. Timm Schimke is working with Sun Country
Disposal so they can continue to meet their profit margin.
Chair DeBone had asked about having EDCO be in attendance, to discuss
economic development in that area, including the Business Park.
They will also speak about Goal 11, and Nick Lelack could attend. He could also
speak about the Sunriver/Caldera expansion proposal, and update everyone on
marijuana business and land use issues. SROA wants to talk about vacation
rentals and the COVA relocation. They also mentioned non-recreational business
development. Harper Bridge will not be on the formal agenda.
Attendees will be the three Commissioners, Tom Anderson, David Doyle, Nick
Lelack, Timm Schimke and Whitney Malkin.
Regarding the meeting with the Sunriver Service District board on Wednesday,
December 16, transient room tax dollars will be of interest, and river
access/Harper Bridge. This is impacting the Sunriver Police Department. This
could be discussed but preferably not posted as an agenda item since there is
work continuing behind the scenes. They also want to have more bike patrol in
place in the summer.
Mr. Kropp said he thought they had room in their tax base for an increase.
Commissioner Unger would like to know what they bring in regarding room tax,
in comparison to other locations and the cities. Mr. Anderson stated that it can be
broken out but he knows that it is more than from any other source. There are
several property managers and the resort, and some from outside Sunriver proper.
They are hesitant to share all this information, as some of it is proprietary.
Attendees would be the Commissioners, Mr. Anderson, Wayne Lowry, Erik
Kropp and David Doyle. The meeting would include the District's report to the
Board.

Discussion took place regarding the Board retreat in January. Commissioners
Unger would like the same facilitator, Ellen Waterston, if possible. Chair
DeBone asked if a facilitator is needed at this point, since they have narrowed the
scope over the past few years. Commissioner Unger would like to see
consistency each year and not throw the departments off. They need to keep the
list concise. Mr. Anderson said that having a facilitator enable him, Mr. Kropp
and. Judith Ure to be more involved in the process.

BACKGROUND AND POLICY IMPLICATIONS:
The Oregon Department of Forestry administers funds provided by the Oregon Watershed
Enhancement Board to Counties and Rangeland Fire Protection Associations (RFPA)to support
wildland fire suppression activities. Deschutes County has one RFPA, the Brothers-Hampton
Rangeland Fire Protection Association. This RFPA provides wildland fire suppression on otherwise
unprotected lands in eastern Deschutes County.
FISCAL IMPLICATIONS:
Deschutes County will purchase equipment for the RFPA and be reimbursed by the State of Oregon.
The total grant amount for Deschutes County is $15,000 and there is no match.
RECOMMENDATION & ACTION REQUESTED:
Authorize the application for the Rangeland Wildfire Threat Reduction Technical Assistance Grant in
the amount of$15,000.

The Deschutes County Sheriff's Office is requesting the Board of Commissioners' approval to submit a
grant application on behalf of the County. A summary of the grant opportunity follows.
Program: Rangeland Wildfire Threat Reduction Technical Assistance Grant
The Sheriff's Office will utilize Rangeland Wildfire Threat Reduction Technical Assistance Grant to
support the Brothers-Hampton Rangeland Fire Protection Association(RFPA).
The Deschutes County Sheriffs Office proposes to apply for the grant to support Brothers-Hampton RFPA
with much needed equipment. The Brothers-Hampton RFPA protects a large amount of otherwise
unprotected lands in eastern Deschutes County. They are formed as a non-profit organization with the
assistance of the Oregon Department of Forestry with the mission of providing wildland fire response to
rangelands not protected by local, state, or federal fire agencies.
The Deschutes County Sheriffs office will utilize funds to provide portable radios, automated external
defibrillators, and parts to install surplus radios in RFPA vehicles.
Funding Agency: Oregon Watershed Enhancement Board (OWEB) through the Oregon
Department of Forestry (ODF).
Due Date: Application: December 15, 2015 (ODF needs application by December 10, 2015)
Amount: No greater than $15,000
Matching Funds: No match required
Duration: July 1, 2015 through June 30, 2017
Background: If the County is awarded the funds, ODF will issue a formal grant document which
will be presented to the Board/County Administrator for signature.
Reporting: Sgt. Garibay, the Deschutes County Emergency Manager, will be responsible for
meeting reporting requirements to ODF.
