BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
A Resolution Expressing Support for Updating the *
Skiing Activities; ORS 30.970 to 30.990 * RESOLUTION NO. 2016-005

WHEREAS, at least 68%of Oregon residents participate in outdoor recreation each year; and
WHEREAS, it is estimated that outdoor recreation generates $955 million in state and local revenue;
and
WHEREAS, it is estimated that 141,000 direct Oregon jobs are provided by the winter recreation
industry; and
WHEREAS, average annual visits to Oregon ski resorts are 2,000,000; and
WHEREAS, there have been significant changes in skiing activities and operations at ski areas since
ORS 30.970 to 30.990 was enacted in 1979; and
WHEREAS, Deschutes County recognizes the important contribution of winter recreation activities to
the economy and associated lifestyles in Deschutes County and Central Oregon; and
WHEREAS, as a matter of protection for winter recreation participants and the economy, the Board of
Commissioners for Deschutes County supports revising the Skiing Activities statute (ORS 30.970 to 30.990);
now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. Deschutes County is supportive of current efforts at the Legislature to update/revise ORS
30.970 to 30.990 in a manner that (a)adds and defines"Freestyle Terrain"to account for features built for skiers
and snowboarders by trained resort staff; (b) outlines dangers of venturing within ski area boundaries,but not on
groomed trails; and (c) updates ORS to reflect changes to the participant responsibility code.

Section 2. Effective Date. This Resolution shall be effective upon adoption.
