Present were Commissioners Alan Unger, Tammy Baney and Anthony DeBone.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; Dave Doyle, County Counsel; Susan Ross, Property &
Facilities; and John Hummel and Jason Kropf, District Attorney's Office. No
other citizens or representatives of the media were in attendance.

2016-098, an Intergovernmental/Lease Agreement with the Oregon
Department of Human Services for Space in the 1300 Wall Street Building.

Susan Ross, Property & Facilities' Director, reported this agreement has been in
process for the past six months. The Department of Justice had vacated 8,000
square feet of space on the first floor of this building.
Negotiations with the Department of Human Services began, and a ten-year
lease commencing February 1, 2016 was agreed upon at $1.54 per foot with a
2% escalation and two additional three-year lease renewal options. This lease
agreement will assist in covering the debt service for the bonds issued to
originally construct this building. The terms of the lease provides revenue up to
the 28th year.

11. Before the Board was Consideration of Board Signature of Document No.
2016-094, the ll Collective Co ect ve B argaining Agreement between Deschutes County
and the District Attorneys' Association
Erik Kropp, Deputy County Administrator, along with Steve Gunnels and Jason
Kropf, District Attorney Office, presented for consideration the five-year labor
contract retroactive to July 1, 2015. The contract is status quo and calls for cost
of living adjustments based on the Consumer Price Index, with minimum of
1.5% and a maximum of 3.5% anticipating changes in the Affordable Health
Care Act. The Commissioners expressed their gratitude for the partnership and
of the District Attorneys' Association support of the County.

• Consideration of Board Signature of Resolution No. 2016 —005
Expressing Support for Updating the Skiing Activities Statute—ORS
30.970 to 30.990.
Tom Anderson, County Administrator, presented for consideration the
adoption a Resolution as requested by Mt. Bachelor Ski Resort. This would
be in regard to supporting House Bill 4077, relating to updates to State
statute that governs the ski industry. A similar resolution has been adopted
by the Bend Chamber of Commerce, two other major counties with ski
resorts, and will be considered by the City of Bend as well. Commissioner
DeBone read the resolution into the record.
