Also present were County Administrator Tom Anderson and Deputy County Administrator Erik Kropp; Dave Doyle, County Counsel; Jessica Jacks and Nick Stevenson, Health Services; and two other citizens. 1. Holly Remer, Executive Director of Healthy Beginnings and Kelly Sullins, Outreach Specialist at Healthy Beginnings addressed the Board. Ms. Remer expressed gratitude to the Board for being given the opportunity to speak about this topic. This is the eleventh year asking the Board to consider a week in April as the Week of the Young Child. This year it is proposed as April 10-16, 2016. Communities here are working hard to make life easy for young children; however, barriers still exist for children in school and in life, especially in rural areas. It is important to acknowledge the barriers and work as a team to improve life for young children in the community. Ms. Remer expressed appreciation of the Board's attention to the proclamation and to the needs of early childhood in our communities. She encouraged the Board to continue in their support of the matter. Commissioner Baney expressed her thanks for the work done by Holly, Kelly, and Healthy Beginnings. Being present for the last ten years of the Week of the Young Child, she believes our community is fortunate to have people and organizations building systems to help children. Education about child development is an important process, and she expressed gratitude that there are resources in our community to assist with it. She observed that many families do not pursue that assistance and guidance, but children deserve our best efforts. Chair Unger said that partnerships like Healthy Beginnings help the County help families. They provide assurance to parents that early childhood development assistance from community resources is available to them. Early attention can help make a difference in how children develop over time. He recognized the great partnership with the agency over many years and hopes it continues. Commissioner Baney confirms that the Board has signed the proclamation. Ms. Remer stated that she has informational material for the Board that she will give to Recording Secretary Bonnie Baker. 6. Before the Board was the Reading of a Proclamation, Declaring April 2016 Sexual Abuse Awareness Month in Deschutes County. Erin Rook, Development Outreach Coordinator at Saving Grace, addressed the Board. He expressed gratitude for being given the opportunity to present the proclamation. He stated that sexual abuse is not an enjoyable topic, but the community must come together to address it. The theme for this year's Awareness is "Use Your Voice". It encourages community members to use their voice, because whether or not sexual assault affects us personally, everyone has a part to play. Mr. Rook hopes the Board can use their amplified voice to inspire the community to be involved. This month, the Take Back the Night event will occur on April 22, 2016 from 6:00 p.m. -9:00 p.m. in downtown Bend. The event will feature an all -ages "healthy relationships" fair; a speak -out at 7:OOpm in Mirror Pond plaza, in which survivors of sexual abuse will share their stories; and a walk through downtown to spread the message. Minutes of Board of Commissioners' Business Meeting Wednesday, April 6, 2016 Page 3of11 Commissioner Baney said that while participating in past events, she was honored to hear the courageous stories of individuals. She recognized the reality that these circumstances can happen to anyone, and expressed appreciation for services that come together for prevention and response. She thanked Saving Grace for providing the services and expressed her gratitude in allowing the Board to participate in that effort. Chair Unger shared that he attended an event yesterday that supported the KIDS Center and the MountainStar Family Relief Nursery, two partners in this effort. Stories were told of standing together to support victims as they work through the process, and become stronger to resist in the future. He is glad that as a county we can support the operations that address these issues. Commissioner Baney read the proclamation into the record BANEY: Move approval of the Proclamation. LINGER: Second. Before the Board was Consideration of Board Signature of Document No. 2016-215, a Notice of Intent to Award Contract Letter to Provide Market Research and Development of a Social Marketing Campaign to Address Underage and At -Risk Behavior. Jessica Jacks, Community Health Supervisor for Deschutes County Public Health Services and Nick Stevenson, Health Educator for Deschutes County Public Health Services addressed the Board. Ms. Jacks pointed out a correction to Chair Unger's reading of the Document summary: "A notice of intent to award contract letter to provide market research and development of a social marketing campaign to address underage and high-risk drinking" She stated that the focused area is underage marijuana use, not underage drinking use. Minutes of Board of Commissioners' Business Meeting Wednesday, April 6, 2016 Page 4 of 11 Deschutes County Public Health currently implements the State's developed campaign on underage alcohol use, and is now seeking to develop a program for underage marijuana use. Ms. Jacks stated that apart from that one sentence that needs correction, the remainder of the letter appears correct. Chair Unger asked for clarification that GumCo is the company chosen. Ms. Jacks confirmed that it is. Chair Unger asked for a summary of the company selection process and the work ahead. Ms. Jacks answered that requests for proposals were sent out and six were received. These were reviewed by her team, determining the best fit of companies for their target youth—with message content, resources, and timeline taken into consideration. For these reasons, GumCo was chosen as the best candidate in all aspects. The company features engaging proposals and products that are appropriate for the target population. Chair Unger asked Nick Stevenson for the plan moving forward. Mr. Stevenson clarified the company name is GumCo. He stated that three staff reviewed the company, and also had Deschutes County Public Information Officer Whitney Hale's guidance on choosing which company to select. He stated they were interested in selecting a contractor they could work closely with. They will be employing the framework of Positive Community Norms, which has been successfully used in many substance abuse prevention settings. The Oregon Health Authority has already issued a state-wide campaign using this framework that has been used in this County, aimed at alcohol prevention with teens. This same type of framework will be integrated with the marketing firm to develop a campaign centered around underage marijuana use. The campaign will be media focused, utilizing both traditional methods—i.e. billboards and video/radio, and social media outlets—i.e. Pandora and Facebook. GumCo has provided materials showing proof of success in that area. Staff has determined that videos and graphics are important to this campaign; and out of all the RFP's, GumCo showed the best examples to reach young people through the use of such graphics. Chair Unger agreed that crafting a message understandable to young people is important, and applauded that course of action. He pointed out that this action is timely because marijuana is legal, but not for underage citizens. He stated that the younger population needs to understand the law and the choices before them. Minutes of Board of Commissioners' Business Meeting Wednesday, April 6, 2016 Page 5of11 Mr. Stevenson confirmed that they asked for market research in the Request for Proposals. This year, they plan to prepare for the launch of the campaign, which is anticipated to be the start of next school year. For the remainder of this school year and for the duration of the summer, they will conduct focus groups and surveys to understand the target audience in order to develop effective messaging. They will create this content to launch at the beginning of next school year. Ms. Jacks pointed out that this positive approach is important because young people's perception of average marijuana and alcohol use is higher than actual use. This campaign will work to realign that perception and affect behavioral choices of young people wanting to be accepted by peers. Mr. Stevenson stated that they have worked closely with local schools for many years. South County has been the focus of alcohol prevention; and they have an MOU with the middle school and high school. The positive norms approach to this campaign has been widely accepted and received by school districts, parents, and teachers. Similarly, this new campaign will highlight the majority that is not using marijuana; instead of focusing on the negative minority who are using marijuana. The campaign will define what the norm is and encourage young people to join in that healthy, safe choice. He acknowledged that the topic of marijuana can be contentious, and they are therefore focusing on youth being safe and legal. Commissioner Baney inquired about the grant funds: where they originate, how long they last, and if the campaign will be county -wide. Ms. Jacks replied that the money is not a grant but is an amount that the Behavioral Health Deputy Director coordinated with the State to utilize for early intervention. A portion of the amount was routed to this prevention team. They plan to start the campaign in La Pine, working to continually improve the development. Their goal is to have the campaign county -wide; however they are not set up to attain that yet. Next year, they plan to implement the campaign in the Bend and La -Pine school districts. Commissioner Baney inquired as to what the total amount being spent and awarded is, as it is not seen in the contract language. Ms. Jacks answered that the amount awarded this year for development is $74,000, and the amount awarded for next year's implementation is $60,000. The contract is intended for the development and design portion only of the campaign; and Behavioral Health will take over the implementation cost in coming years. Minutes of Board of Commissioners' Business Meeting Wednesday, April 6, 2016 Page 6of11 Commissioner Baney noted that times are changing, and we have a responsibility to educate and inform. She acknowledged the teamwork in working with schools and appreciates the tone and approach of the campaign. Commissioner Baney reiterated that the Notice of Intent letter requires an amendment to substituting marijuana use for the currently listed alcohol use. Ms. Jacks confirmed that the message will focus on reducing underage marijuana use, and will look at messaging to target parents in addition to young people. Commissioner Baney requested clarification if the campaign targets those who can legally use marijuana—such as parents. Mr. Stevenson responded that the messaging will reach the parents; but it will be regarding their children's use of marijuana, not their own use. Commissioner Baney acknowledged that it is similar to the approach to underage alcohol use and she is comfortable with it. Chair Unger confirmed that they will approve the intent to award and that the language will reflect that. Commissioner Baney added that Legal Counsel will review it. Dave Doyle, County Counsel, asked if the contractor is identified on the Notice of Intent letter. Ms. Jacks confirmed that GumCo is indeed listed as the contractor. Mr. Doyle asked if the contract amount is listed. Ms. Jacks replied that it did not appear so. Mr. Doyle stated that the amount should also be included in the amendments. Commissioner Baney added that a timeline may be important to add to the letter as well, based on past letters received. Mr. Doyle stated that the request for proposal would have had a time listed. County Administrator, Tom Anderson stated that the Notice of Intent to Award letter references the current alcohol prevention campaign as part of the market research; and that the mention of high risk drinking was as an example. He quoted the letter "the campaign message shall be based upon the PCF to reduce underage and high-risk drinking". He interprets that to mean the new underage marijuana use campaign will be based upon that existing underage alcohol use campaign. He agreed that the letter should be amended to improve clarity about the focus of the campaign. Commissioner Baney asked Mr. Doyle if he is comfortable with the direction, if approved as amended. VOTE: BANEY: Yes. UNGER: Chair votes yes. Chair Unger asked Tom Anderson if he has any outstanding payments. Mr. Anderson answered that the bulk of this week's bills are the spring dispersing of property taxes to the school districts. 12. OTHER ITEMS Before the Board was Consideration of Approval of Document No. 2016- 225, a Grant Application to Increase Controlled Substance Prescriber Registration in the Oregon Prescription Drug Monitoring Program. Jessica Jacks, Community Health Supervisor for Deschutes County Public Health Services addressed the Board. She stated that Deschutes County is one of four counties notified to participate in a one-time funding from the State, totaling $40,000, from June 1 to September 30. The purpose is to increase the number of prescribers in Deschutes County who are registered in the prescription drug monitoring program. It is a database that helps to monitor those who have been prescribed controlled substances, and to improve patient care and safety. Deschutes County is at 40% registration in that program and the goal of State is 90%. In that time frame, if these dollars are pursued, they would be hiring a contractor to perform outreach alongside the Central Oregon Health Council who has been working on this issue. This partnership can be very complementary in providing an increase in registration. Ms. Jacks stated they would also like to submit a proposal to also work with the Pain Standards Taskforce to increase registration in the programs for Crook and Jefferson counties. Minutes of Board of Commissioners' Business Meeting Wednesday, April 6, 2016 Page 9of11 Chair Unger stated that this is a grant application, and therefore the Board would approve it today, Ms. Jacks would proceed with the work, and come back with a grant approval after being awarded. Commissioner Baney stated she believes this is a request to spend the money, as we were already selected. Ms. Jacks confirmed that they do have to submit a letter of proposal, and she is present to request approval to submit one. Commissioner Baney requested confirmation that Deschutes County was selected to apply. Ms. Jacks confirmed this. Chair Unger pointed out that there is no letter of intent to award. Commissioner Baney explained that normally the Board would allow the application to apply for grants. In this case, if they moved forward but decided to decline in the future, they would be showing their support. Chair Unger agreed and pointed out that normally this would have been brought to a work session and brought back to a board meeting. In this instance, Ms. Jacks could return to a Board meeting with an official document to approve. Mr. Anderson stated that typically—unless there is an actual contract accompanying it—if the grant was awarded, they would move forward with implementation without coming back to the Board. Chair Unger agreed and encouraged Ms. Jacks to move forward. Commissioner Baney expressed support of this topic, and appreciates Ms. Jacks' outline of a partnership with the different agencies. The levels of accidental drug overdoses in Oregon due to prescriptions are epidemic, and this is a piece in trying to get ahead of this. BANEY: Move approval. UNGER: Second. VOTE: BANEY: Yes.
