Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Alan Unger, Tammy Baney, and Anthony DeBone.
Also present were County Administrator Tom Anderson; Deputy County
Administrator Erik Kropp; Wayne Lowry, Finance; County Legal Counsel David
Doyle; John Hummel and Ashley Bailey, District Attorney's Office; Steve Reinke,
911; Peter Gutowsky, Community Development; and Mike McArthur, Executive
Director of the Association of Oregon Counties.
1. CALL TO ORDER
Chair Alan Unger called the meeting to order at 10:00 a.m. and noted the
adjustments to be made to this meeting's agenda.
Items #4 and #5 under the Consent Agenda will be pulled for discussion.
The minutes of the meetings of April 4 and 6, 2016 will be pulled for discussion
at this afternoon's Work Session.
Two Proclamations have been added to the agenda.
Item #7 regarding an appeal by Tumalo Irrigation District will be pulled from
the agenda for further review by County Counsel.

4. Before the Board was Consideration of Signature of Resolution No. 2016-
009, Authorizing the Refinancing of Obligation Bonds.
Wayne Lowry, Finance Director/Treasurer, noted this Resolution gives
authority to refinance the obligation bonds originally issued in 2007 for the
solid waste recycling facility, which will decrease the interest rate from 4.25%
to 2% and result in substantial savings.

5. Before the Board was Consideration of Signature of Document No. 2016-

7. Before the Board was the Reading of a Proclamation Declaring National
Crime Victims' Rights Week.
Commissioner Baney noted this proclamation was read yesterday on the
Courthouse steps, but could not be adopted because of a lack of quorum. John
Hummel, District Attorney, and Ashley Beatty, Victim's Assistance Program
Coordinator, were introduced to present the proclamation.
The ceremony yesterday morning was in honor of supporting victims of
violence. The 32nd annual ceremony was celebrated with three winners of
awards for service to victims of crime: Lisa Cummings, Saving Grace; Sgt.
Eric Beckwith, Redmond Police Department; and Evander McIver, former
Deputy District Attorney. The Commissioners expressed their gratitude for
their commitment to the community.
Commissioner DeBone read into the record the Proclamation declaring April 10
— 16 2016 as National Crime Victims' Rights Week.

8. Before the Board was the Reading of a Proclamation Declaring National
Public Safety Telecommunicators' Week
Steve Reinke, 911 Communications Director, explained this proclamation
honors men and women in this country who serve as the voice on the other end
of the phone, assisting people in their time of emergency.
Commissioner Baney pointed out the connection between this and the prior
Proclamation, since the 911 operators are the first to receive calls from victims
of crime. Commissioner DeBone stated the telecommunicators are on the job 24
hours and 365 days of the year, and provide a serious resource for those
emergency times.
Commissioner Unger read into the record the Proclamation declaring April 10 —
16, 2016 as National Public Safety Telecommunicators' Week.

9. Before the Board was Consideration of Board Signature of Findings and a
Decision on the Tumalo Irrigation District Lot of Record Appeal.
Action: This item was pulled from the agenda for further review.
10. Before the Board was Consideration of Signature of Document No. 2016-
166, Findings and Decision regarding the Dowell Declaratory Ruling
Appeal.
Peter Gutowsky, Community Development Department Planning Manager,
explained this document relates to a declaratory ruling on the maintenance or
homeowner's agreement on a cluster development parcel. He recalled that on
January 13, 2016, the Commissioners took testimony at a public hearing and on
March 2, 2016, the Commissioners directed Community Development
Department staff to prepare a decision. The packet includes the decision, on
page 17 are listed the requirements, and page 19 describes two exhibits. The
conditions were read into the record.
Commissioner Baney commended staff on a great job in working with both
parties.

David Doyle said that this serves as the second reading by title only, and no
changes have been made.
