DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, APRIL 18, 2016
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Alan Unger, Tammy Baney and Anthony DeBone.
Also present were County Administrator Tom Anderson and Deputy County
Administrator Erik Kropp; Dave Doyle, County Counsel; and Judith Ure,
Administration. No other citizens or representatives of the media were in
attendance.
CALL TO ORDER
Chair Alan Unger called the meeting to order at 10:00 a.m.

Before the Board was Consideration of Approval of the Consent Agenda.
Judith Ure was asked about item #4. Chair Unger asked what the
responsibilities of the County are. Ms. Ure stated that the County receives
federal funds through awards from the State. Certifications and assurances are
those that are required for any federal funding. The services are for on -demand
callers (Dial -a -Ride) and elderly and disabled users.
Chair Unger stated that COIC is involved in this program as well as workforce
issues. They have policies to address the requirements. Ms. Ure said that these
funds are a pass-through to providers who also have to submit reports to federal
agencies as well as to the County. These providers are already highly regulated
and audited.
Chair Unger stated that the grant addressed in #5 is about 20% of the Assessor's
budget.
Tom Anderson said that #6 is for a deputy for Court and downtown campus
security. The Sheriff is paying half and the rest come from Administration.
Chair Unger provided an overview of the balance of the consent agenda items.
Commissioner DeBone asked that the minutes be removed from the agenda.

$793,774.44.
Tom Anderson said this is a large amount that is primarily going towards the
new radio system.
