Board of Commissioners present were Albert Young, Don Grubb and Bob Montgomery. Agenda: Sunriver Property Incorporated has accepted an offer by the U.S. Forest Service to purchase 3,186.53 acres of Sunriver land for $6 million. After several weeks of consideration by Sunriver property management and regional foresters, on August 5, 1977 the Forest Service made an offer. Appraisals were analyzed and based on that information the Board of Commissioners recommends approval of the value of the property at $6 million. This offer of $6 million was made by the Forest Service Page 1 of 3 Transcription of Audio Recording of October 18 & 25, 1977 to Sunriver on September 6, 1977. Sunriver accepted the offer on September 19, 1977. This hearing allows the public to be heard as a matter of public record and to receive all pertinent information at hand. Citizens are to fill out a request for public testimony and should state their name and address for the record. The County Assessor presented testimony reporting studies and calculations were made on the properties reviewing different possibilities. Note: The quality of this recording was very poor. Unable to understand the speakers on the audio recording and there were multiple people giving testimony. A public meeting and press conference was held (date not noted on the recording). The decision reached by the Board of Commissioners was noted as based on public testimony and on fact. Commissioner Montgomery noted he was opposed to the land sale. Commissioner Grubb agreed with Commissioner Montgomery and felt saving the river frontage for the public could be accomplished if the U.S. Forest Service and Sunriver would complete the land trade that was approved in 1975 and also with possible consideration that the Sunriver Homeowners Association could maintain public facilities of road, sewers, and water systems. Commissioner Young noted on February 26, 1975 the Board of Commissioners at the request of the U.S. Forest Service approved a land trade offered by Sunriver of 970 acres including 5.1 miles of river for 910 acres of Sunriver property and the sale was never consummated. The Board of Commissioners was told by the Forest Service that was the only offer they could make. Sunriver turned down the Commission appraisal. The Forest Service offered more money, which Sunriver accepted. The price offered was too high compared to sales in the area. Commissioner Young stated the taxpayers of the County should not have to bear the potential tax this sale could entail. Commissioner Young's opinion is that Sunriver should be completed as originally platted. Correspondence received by the Board of Commissioners is 78% opposed to this sale. Action: Page 2 of 3 Transcription of Audio Recording of October 18 & 25, 1977 MOTION: Commissioner Young moved the Deschutes County Board of Commissioners do not approve the proposed Sunriver land sale from the United States Forest Service in its present form. Motion Supported by Commissioner Grubb. Discussion: Commissioner Grubb stated the main portion of this decision is even though the purchase of the land was to be for the river frontage it wasn't the main problem but was most in part for people to have public ownership.
