Number of Tapes: 4 for a six -hour meeting
This meeting was a Work Session held on May 22, 1979 of the Bend Urban
Growth Boundary, Land Ordinances. Board of Commissioners present were
Albert Young, Robert Paulsen and Clay Shephard.
Request was made that besides the County Counsel's review that attorney Ed
Sullivan be hired to also review the Urban Plan and Ordinances. The draft of the
Urban Growth Plan was drafted in 1978. Discussion held on the necessity of
hiring additional staff to review the legal documents. Commissioner Young noted
his objection to hiring an extra attorney. All three Commissioners approved
contacting Mr. Sullivan for an estimated fee and will discuss the possibility at a
future date.
Discussion held on zoning. The emphasis was made on the importance of the
traffic flow. The number one concern noted in the Bend area is traffic. Lengthy
discussion held on the traffic issues in Bend. Discussion held on lot sizes, road
access, and zoning and developments. A map was considered and reviewed for
zoning for parcels to be placed within the boundary.

Discussion held on the commercial areas and the transportation systems
surrounding those areas. The north Highway 97 commercial area was discussed
and considered to include in the comprehensive plan to state further access to
Highway 97 should be discouraged and a coordinated traffic plan would be
necessary. Suggestion made for discussions with the state highway department. If
development continues as it is, the highway is going to be a problem.
Discussion held draft zoning ordinances. Draft ordinances were read and revised
during this work session.
At this time a plat was brought into the meeting for approval.
MOTION: Commissioner Shephard moved approval of plat #482 medical center
subdivision which has indicated on the plat the recording receipt #31465 from the
Clerk's Office that indicates additional stipulations that go along with the plat.
Commissioner Young supported the motion.

PAULSEN: Yes.
SHEPHARD: Chair votes Yes. Motion Carried
Also presented for consideration was Sheriff serial levy certificate order from the
County Clerk to include on the ballot in the election for June 26, 1979. Matter had
come before the Deschutes County Budget Committee and the Deschutes County
Sheriff. The Board has found that the levy is needed. Pursuant to ORS 314.330 a
special election will be held to permit a three-year levy for financing the operation
of the Deschutes County Sheriff's Department, Sheriff, Jail, and Emergency
Services, Search and Rescue. On June 26, 1979 said levy will be outside the
limitations of 6% imposed by article 11 section 11 of the Oregon constitution in
the fiscal year beginning July 1, 1979 and ending June 30, 1982. The approximate

amount will be raised over this three-year period is $4,302,499. The maximum
rate of levy shall be 73 cents per $1,000 per cash value per taxable property. Such
funds are to be expended for the support of the current level of operations of the
Deschutes County Sheriff's Department including Corrections, Jail, Emergency
Services and Search and Rescue.

supported the motion

Also presented for consideration was a certificate from the County Clerk for the
need of the levy. Pursuant to ORS 310.330 section 1 hereby certifies to the
Deschutes County Clerk that in the judgement of the Board a three-year serial levy
in the amount of $4,302,499 because of the foresaid departments are understaffed
and in comparison with state average and the salary of 12 employees needed to
maintain needed services were paid by a federal grant program last fiscal year and
is anticipated these programs will soon terminate.

supported the motion

Staffing at the La Pine Substation will need to be added with the new levy to
provide more adequate law enforcement service for the County.

The Board resumed the revisions to the draft zoning ordinances. The pages of the
draft comprehensive plan were also reviewed and revised. The revisions to both
the comprehensive plan and the draft ordinances will be submitted for typing.
There being no further discussion meeting was adjourned.
