Board of Commissioners present were Albert Young, Robert Paulsen and Clay Shephard. CITIZEN INPUT: • Call for Citizen Input and one issue raised by a County Staff not identified for the record on pay raises 7.5% benefit package in lieu of a salary increase. Asking Commissioners to give authorization. Commissioners requested information prepared and a meeting held with department heads prior to an authorization. • Input given by someone unknown as not identified for the record regarding concern over noise from dirt bikes south of College Way. Response given was that the Deschutes County Sheriff's Office is investigating this concern. Page 1 of 4 Transcription of Audio Recording of Board Meeting of June 14, 1979 Agenda: 1. Hearings Officer Selection Procedure: Discussion held on the vacancy by the end of June for the hearings officer position. A letter from a local attorney presenting a fee and the question is should the County hire a temporary hearings officer. Concern was voiced on causing a delay in land use issues. During this discussion the current hearings officer agreed to continue through the end of July only. Interview panel for a new hearings officer should include the three county commissioners, three planning commissioners and the planning director. 2. Mobile Home Inspection/Permits: Planning department addressed several issues to consider investigating policy for waiving or reducing fees for mobile homes under certain special conditions. There is no policy at this time for fees for appealing site plans. Several waiving criteria includes emergency medical and individuals seeking shelter. The planning director recommends requests for fee reduction or waiving be investigated by the planning director and reviewed on a case by case basis. The Commissioners requested criteria by the Planning Department to bring back for consideration. 3. Planning Department Staffing: The Planning department has a staff person starting on July 1St that will be compensated by LCDC. One major issue in the department is a lack of available data and this position will assist with that problem. The department has a lack of space and would like to request a space for three individuals at the Court House. Discussion held on the limited amount of staff in the department for the work load. 4. Hearings Officer: Another item of concern is to find a hearings officer to fill a vacancy. Discussion held on the responsibilities of the hearings officer. The Commissioners feel this position requires an attorney. Discussion held on Page 2 of 4 Transcription of Audio Recording of Board Meeting of June 14, 1979 whether the position would be located within the County Counsel or Planning Department. Commissioner Paulsen asked for direction and motion regarding this position to include the following: the supervision will be done by county counsel including the 6 -month evaluation and job description would have direct involvement. The work schedule would be done by the planning department. This position would have required specialties in land use. They should be housed together. MOTION: Commissioner Paulsen moved to proceed with these directions regarding the hearings officer position. The motion was supported by Commissioner Shephard. VOTE: YOUNG: No PAULSEN: Yes SHEPHARD: Chair votes yes, Motion Carried. 5. Special Impact Zone: Commissioner Young commented he read the information and inquired if the Planning Commissioner was going to be involved. Commissioner Paulsen explained this is drafted after an ordinance from Washington Counties. The site plan committee should also be involved in the review. Upon no further discussion, the meeting was adjourned.
