Dated as: July 3, 1979
A meeting of the Board of County Commissioners was held on July 3, 1979.
Board of Commissioners present were Albert Young, Robert Paulsen, and Clay
Shephard
Agenda:
• Department Space Concern: Presented for Board consideration was the need
to find small department office space and if remodeling should be
considered. The Road department will be relocating to a new building in
August and the current space could be remodeled to house several offices.
Discussion held on the needs of the various departments. The
Commissioners requested a list of departments that have space needs.
• Consideration of Land for Building: Request was made to find buildable
land within the vicinity of the court house for additional County buildings.
The Commissioners support research of available land.

• Appraisals on County Owned land: The county properties were last
appraised in May of 1972. This is a concern with proper insurance levels.
• Public Employee Retirement System: Department Head meeting discussion
regarding PERS verses a 7.5% raise. Unanimous to go with the PERS plan.
Need to get salary steps adjusted. Requesting the Board to make a decision
on which option. Certain staff based on salary level will see a salary
increase as well.
MOTION: Commissioner Shephard moved to approve the membership in
the PERS plan for Deschutes County employees. Commissioner Paulsen
supported.
VOTE: YOUNG: Abstain
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
• Solid Waste Rate Raise: Solid Waste advisory committee met and
recommended the increased rates be accepted. There are three franchise
waste collectors in the County and they agree with the rate increase. The
committee also recommended the La Pine Collection request be granted as it
had been seven months ago.
MOTION: Commissioner Paulsen moved to approve the solid waste
collection waste fee committee as proposed by the advisory committee.
Commissioner Shephard supported.

• Bend River Bend Estates: Letter of Engineers recommendation was
received regarding road improvements to be made to River Bend Estates.
Description and assessed value of the tax lots were attached to the letter.
MOTION: Commissioner Young moved approval of the River Bend Estate
improvements based on engineer's recommendation. Commissioner Paulsen
supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
MOTION: Commissioner Paulsen moved to award the contract to Bend
Aggregate and Paving for the supply of asphalt concrete mix for 1979 in the
Bend and Sisters area. Commissioner Shephard supported.
VOTE: YOUNG: No
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
MOTION: Commissioner Paulsen moved to award the contract to Bend
Aggregate and Paving for the supply of aggregate base for 1979 in the Bend,
Redmond and Sisters areas project. Commissioner Shephard supported.

SHEPHARD: Chair votes yes. Motion Carried
MOTION: Commissioner Paulsen moved to award the contract to Hap
Taylor Incorporated for the supply of aggregate base for 1979 in the Bend
area project. Commissioner Shephard supported.

Commissioner Young noted his choice to vote no is because he was against
the original bid process.

• Other: Research on the road viewers process for way of necessity for the La
Pine area has been completed. Work has been completed with Bureau of
Land Management and the US Forest Service. Additional information will
be presented to the Commissioners in the future.
• Comprehensive Plan: Discussion was held earlier in the day. Conversation
was held with Cogen and Associates and a meeting was scheduled with staff
for the following week. The consultants would be available to work with
staff on the comprehensive plan.
• Consideration of Plat Approvals:
MOTION: Commissioner Paulsen moved approval of the MP73 Plat.
Commissioner Shephard supported.

• Appropriation Transfer:
MOTION: Commissioner Paulsen moved approval of appropriation transfer
of $1,000 from personnel to material services. Commissioner Shephard
supported.

SHEPHARD: Chair votes yes. Motion Carried
• Recording of Deed: The Clerk's Office is six weeks behind on recording
Commissioners Journals.
• Lease to Deschutes County Humane Society: A revised lease will be
brought to the Commissioners for consideration of items relating to present
zoning and operations, dollar amount of lease, and structures on property.
• Minutes: Regarding the non -minutes of work sessions and hearings relating
to the Comprehensive Plans, the County currently has audio tapes and no
written minutes. Discussion with Legal Counsel encourages the minutes are
written and any motions recorded. Any time there are proceedings, there
must be minutes according to state statute and County Legal Counsel. State
statute was read stating "Shall provide for the taking of all written minutes
of proceedings".

• Deschutes County Library Board of Trustees: Commissioner Paulsen
moved to approve reappointment of Ms. Kathy Welsch to the Library Board
of Trustees. Commissioner Shephard supported.

• Other: MOTION: Commissioner Paulsen moved to instruct county counsel
to meet with Road Department and the Surveyors Office to proceed with
title discussions on Century Drive access. Commissioner Shephard
supported.
