Dated as: July 6, 1979
A meeting of the Board of County Commissioners was held on July 6, 1979.
Board of Commissioners present were Albert Young, Robert Paulsen, and Clay
Shephard
Agenda:
• Hearings Officer: As of today, the County has not hired a hearings
officer and have been able to continue the services of the hearings
officer that has submitted his resignation. The Commissioners request
the current hearings officer continue services for at least one more
meeting on July 24, 1979. The current hearings officer prefers to serve
his last meeting within the week and allow the new hire to serve at the
July 24 hearing. Four staff reports have been received for the July 24
hearing. On the matter of compensation, the current hearings officer
requests to remain at his present rate during his remaining time with
the County. The current hearings officer will remain through the end of
July with a $5.00 an hour increase.

MOTION: Commissioner Paulsen moved to increase the current wage of
the current hearings officer to $30.00 an hour. Commissioner Shephard
supported.

SHEPHARD: Chair votes yes. Motion Carried
• Conference Room Discussion: Discussion held on policy to rent out
conference rooms on the weekend and charge a fee. The main concern
is security. Discussion held on use of a public building. Janitorial
services and heating and cooling might need to be the base to charge for
a rental. Suggestion to find the cost of having someone on duty and the
cost of heating and cooling. Only one room would be available for rent
and that would be Conference Room A.
• Cooperative Agreement between Deschutes County and the Bend School
District: Commissioner Young read the Order into the record.
MOTION: Commissioner Paulsen moved to approve signature on the
agreement with Administrative School District No. 1. Commissioner
Young supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried.
• Order Providing Refund on Mobile Home Applications:
MOTION: Commissioner Paulsen moved to sign the order authorizing
the mobile home overpayment as indicated on the order. Commissioner
Young supported.

• Order to Refund Taxes. Several requests for refunds were submitted.
Commissioner Paulsen moved to approve a partial refund of $250 to
IFM Associated and Commissioner Shephard supported by receipt 7131
Commissioner Young moved to approve refund of $120 to Rick
Rogerson and Commissioner Shephard supported by receipt # 11634
Commissioner approve refund of $11 for overpayment of a variance to
Bischoff and Jaqua for Ponderosa Properties and Commissioner
supported by receipt number unknown.
Commissioner approve refund of $25 to Floyd Welch of La Pine for
overpayment of septic tank permit by receipt #13276
John Hall $25 Tetherow Crossing overpayment by subdivider by receipt
# 13591
Commissioner Paulsen read the receipt numbers into the record.
Helen Raskovich as tax collector account paid in error and refund in the
amount of $470.25 is requested. Commissioner Young moved approval
of the refund and Commissioner Paulsen.

Helen Raskovich as tax collector clerical error causing the need of
refund in the amount of $4632. is requested. Commissioner Young
moved approval of the refund and Commissioner Shephard.

SHEPHARD: Chair votes yes. Motion Carried
• Minor Land Partition. Commissioner Paulsen moved to approve MP79-
8 cutting into three parcels along Gerking Market Road. Commissioner
Shephard supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
• Noise Ordinance: The City of Bend has a noise ordinance. County
residents are not protected by that ordinance. Discussion held on
various forms of noise that have caused residents to be upset.
Suggestion to bring a draft ordinance to the Commissioners for
consideration.
There being no further discussion, meeting was adjourned.
