Board of Commissioners present were Albert Young, Robert Paulsen, and Clay Shephard Chair Shephard called the meeting to order. Agenda: • Ponderosa Pines: Concerns on access restrictions. The subdivision is so old there are no files on the area. Discussion held on recorded permits for the subdivision. MOTION: Commissioner Paulsen moved to rescind the previous authorization which is Permit No. A7936 of the Deschutes County Road Department to Frank Forsythe of Star Route 1, La Pine with disclaimer the County will have no liability. Motion Carried • Planned Unit Development: Engineer from the Road Department has approved the signature and is now brought to the Board or Planning Commission for consideration. No action taken. • Subdivision Access Discussion held on several subdivisions including Sunnyside Boulevard and OB Riley Road, Mountain High Subdivision, Brighten Wood Phase 3 and Woodside Ranch. • Resolution for Consideration: Commissioner Shephard read into the record a Resolution relative to abandonment to public access. MOTION: Commissioner Paulsen moved to adopt Resolution No. (not stated for the record) Commissioner Young supported. VOTE: YOUNG: Yes PAULSEN: Yes SHEPHARD: Chair votes yes. Motion Carried • Proposed Land Trade: Commissioner Shephard brought forward an issue of a land trade involving the City of Sisters. The City of Sisters is requesting 10 acres to include in a couplet at the intersection of the Santiam Pass and McKenzie Highway. Commissioner Shephard has discussed the issue with the Forest Service. Motion Carried • Planning Department Plat Concern: To review a few preliminary plats the Planning Director provided Board with minutes of Planning Commission and Hearing's Officers and noted his concern. Brought forward for consideration was Plat #557 and Plat # 556 • County Surveyor Request: Several Special districts send in maps to the Department of Revenue that were disapproval because they did not match the legal description. The request of the county surveyor is that the maps could be done by the County instead so accurate information could be provided to the Department of Revenue. MOTION: Commissioner Young moved to authorize the County Surveyor to move forward with creating the accurate maps for the special districts for submittal to the Department of Revenue. Commissioner Shephard supported. VOTE: YOUNG: Yes PAULSEN: Yes SHEPHARD: Chair votes yes. Motion Carried. • Other: Regarding a piece of land involved in Reed School Land Trade, a legal description is required. MOTION: Commissioner Young moved to authorize the County Surveyor to construct a legal description on the parcel. Commissioner Paulsen supported. Motion Carried • Personnel Requisitions: MOTION: Commissioner Young moved to approve the determination on Sheladine Bailey as court reporter and Alma Calda as Law Librarian. VOTE: YOUNG: Yes PAULSEN: Yes SHEPHARD: Chair votes yes. Motion Carried MOTION: Commissioner Paulsen moved to approve Bonnie S. Baker in the surveyor's office, Bradley Bowden and Gary Halden in the courthouse custodial crew. Commissioner Shephard supported VOTE: YOUNG: Yes PAULSEN: Yes SHEPHARD: Chair votes yes. Motion Carried • Plat for Consideration: Brought forward was a replat for Rock Crest subdivision within the City of Redmond. MOTION: Commissioner Young moved approval of the re -plat of lot 1 and 5, Rock Crest. Commissioner Paulsen supported. VOTE YOUNG: Yes PAULSEN: Yes SHEPHARD: Chair votes yes. Motion Carried Page 4 of 5 Transcription of Audio Recording of July 11, 1979 • Plat for Consideration: Brought forward was a plat on Wild Horse Meadows subdivision located on Camp Polk Road outside of Sisters. MOTION: Commissioner Paulsen moved to approve the plat for the subdivision of Wild Horse Meadows. Commissioner Young supported. VOTE: YOUNG: Yes PAULSEN: Yes SHEPHARD: Chair votes yes. Motion Carried • Requests for Refund: Richard Dyar $120 for denial of application, Don Haston $38 for fee overpayment. Board approved. There being no further discussion, the meeting was adjourned.
