Dated as: July 12, 1979
A meeting of the Board of County Commissioners was held on July 12, 1979.
Board of Commissioners present were Albert Young, Robert Paulsen, and Clay
Shephard
Chair Shephard called the meeting to order.
Agenda:
• Request to install a water line. The County Sanitation Department requested
this water line installation be brought before the board for consideration.
Need clarification from the Road Department if this particular road is within
the Board's jurisdiction.

• Request of $500 to complete the evidence room of the justice building.
MOTION: Commissioner Young moved to authorize $500.00 toward the
completion of the evidence room at the Justice Building. Commissioner
Paulsen supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
• Request of promotion within the Sheriff's Office. Staff person's name is
unknown until further review is made. Commissioner Paulsen suggested
waiting until the classification and compensation study is completed.
Commissioner Young suggests to move forward with the promotion due to
the department and community need.
MOTION: Commissioner Young moved to authorize a promotion from
deputy to lieutenant within the Sheriff's Office. Commissioner Shephard
supported. Discussion held on the upcoming classification and
compensation study and the needs of other departments as well.
VOTE: YOUNG: Yes
PAULSEN: No
SHEPHARD: Chair votes no. Motion Denied
• Fees regarding sewer and water inspections. Currently the fee is $10 and a
request has been made to increase the fee to $20.
MOTION: Commissioner Young moved to increase the sewer and water
inspection fee to $20.00. Commissioner Paulsen supported. An Order will
be brought forward for Board consideration.

SHEPHARD: Chair votes yes. Motion Carried

• Resolution of Abandonment: Resolution for Board consideration
abandonment of public access Sunnyside Boulevard and Woodside Ranch 6.
MOTION: Commissioner Paulsen moved to adopt the Resolution to set a
public hearing. Commissioner Young supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
• Request for Review: Consideration of Board review of two approvals by the
Hearings Officer regarding plat # 556 and plat #557. Commissioner
Shephard suggested further reviewing the plats upon recommendation of the
Planning Commission.
MOTION: Commissioner Shephard moved to review the Plats #556 and
#557. Commissioner Paulsen supported.
VOTE: YOUNG: No
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
• Contract for Consideration: Personal Services Contract for a Registered
Nurse under Health Department.
MOTION: Commissioner Paulsen moved approval of a personal services
contract between Deschutes County Health Department and Frances
McDonald Pratt for a term of July 11, 1979 to June 30, 1980. Commissioner
Young supported.

• Request for Refund: Request of refund of $78 to Bernice Soltis, receipt
# 13267 to withdraw application. Request was authorized.
