Dated as: July 17, 1979
A meeting of the Board of County Commissioners was held on July 17, 1979.
Board of Commissioners present were Albert Young, Robert Paulsen, and Clay
Shephard
Chair Shephard called the meeting to order.
Commissioner Paulsen introduced Pat Graham, Executive Director of Crook,
Deschutes, Jefferson Child Care Council.
Agenda:
• Before the Board for Consideration was relating to a subdivision until
further information from the county government and school districts. The
subdivision was approved yet improper notice was given on property lines.
A new hearing is requested to be held. No action was taken.

• Land Use Issue: Commissioner Young noted an issue with an application.
A representative from Oregon Engineering and surveying was present to
make comments regarding a mobile home sales business. The concern is
with the new frontage road construction on Highway 97 and the need for the
business to relocate. In looking for a new property for the business it has
been difficult to find a property that is zoned for mobile home sales. The
business is looking at a proposed site north of town and requests the Board
consider allowing this business in that zone. Discussion held on the
definitions of trailer sales verses mobile home sales in the zoning ordinance.
Commissioner Young commented this business is planning on employing 25
more people and should not be facing such difficulties in finding property.
MOTION: Commissioner Paulsen moved to approve the Board
interpretation of item 3 (h) on page 64 of the Bend Urban Growth Boundary
Zoning Ordinance to include mobile home, trailers, and storage units.
Commissioner Young supported.

SHEPHARD: Chair votes yes. Motion Carried
MOTION: Commissioner Young moved to authorize, following July 24,
1979, all initial land use applications are directed by the Board to be heard
by the Planning Commission until which time the Hearings Officer takes
office. Commissioner Paulsen supported.

• Planning Commissioner Reappointments: Two members of planning
commissioner terms expired, Gordon Ditzel and Kay Nelson. Vote was
unanimous by the Planning Commission members to reappoint them.
MOTION: Commissioner Paulsen moved to reappoint Kay Nelson and
Gordon Dietzel to the Deschutes County Planning Commission.
Commissioner Young supported

SHEPHARD: Chair votes yes. Motion Carried
• Concern on partitions preliminarily approved prior to the Order relating to
staff reports: A few partitions were brought to the Board because they
lacked staff reports.
MOTION: Commissioner Paulsen moved approval of the prior petitions to
be valid if submitted without a staff report. Commissioner Young
supported.

SHEPHARD: Chair votes yes. Motion Carried
• Partitions: Commissioner Paulsen moved approval of signatures to Minor
Partitions 78-31. 78-123, 78-166, and Major Partition 78-31. Commissioner

• Land Trade Consideration: The evaluation of County Land by Sanitation
Department and DEQ is determined suitable for drain field use. One option
would be an easement to grant the septic tank and the other is a land trade
with Mr. Reed. Discussion held on the benefits of a land trade verses the
easement. Commissioner Young prefers the trade over the easement.
MOTION: Commissioner Young made motion to consider a trade on the
property. Commissioner Shephard supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
At this time, Commissioner Young left the meeting.
• Mental Health Division contract for Family Counseling: This grant contract
was brought before the Board for consideration. Discussion held and
suggestion made to ask for Legal Counsel review.
• Grant Consideration: Commissioner Shephard brought forward a concern
on energy. Requests for Proposals were announced by Oregon Department
of Energy for Energy Conservation Grant Program. Monies are available
whereby the counties and cities institute certain energy savings procedures.
Commissioner Shephard suggests appointing a citizen's committee.
Commissioner Paulsen agreed and suggested drafting a letter or contacting
people that might be interested.
• Contract Consideration: Commissioner Paulsen brought forward a contract
between Oregon State University and Deschutes County for consideration of
Board chair signature.
MOTION: Commissioner Paulsen moved approval of Board chair signature
on the Research Proposal for Alternative Growth Features contract

submitted by Oregon State University and Deschutes County Economics
Analysis Committee. Commissioner Shephard supported.

• Personnel Request: Commissioner Paulsen noted the request of hire of Lois
Ann Moore to the hearings office assistant's position.
MOTION: Commissioner Paulsen moved approval of the hire of Lois Ann
Moore. Commissioner Shephard supported.
VOTE: YOUNG: Absent
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
• Mobile Home Permits: Commissioner Paulsen reviewed a memo regarding
consideration of having a mobile home planning and building department
draw to applicant's attention that there may be more restrictions on their lot
and that they should read their deed and should be done prior to the County
issuing a permit. There have been a number of cases where a mobile home
request has been placed but there may be deed restrictions.
MOTION: Commissioner Shephard moves to approve the County policy be
drafted. Commissioner Paulsen supported.

• Order authorizing a Cost of Living Increase: Commissioner Shephard read
the Order into the record.

• Dental Insurance: Recommendation made to provide dental insurance
to employees. The Association of Oregon Counties suggests a
determination is submitted by July 20. Commissioner Paulsen
suggested to post pone determination until the end of August until after
review of the budget. The issue will be discussed on the agenda of July
19.
• Order relating to Odden Crest Estates. Subdivision Plat 556 and
Lovestone Acres. Subdivision Plat 557 and scheduling a hearing:
Discussion held on the proper date to set the hearing and suggestion
made for August 6 and 7. Commissioner Shephard read the orders into
record.
