2016-338-Order No. 2016-030 Recorded 6/27/2016REVIEWED r\4/ LEGAL COUNSEL DESCHUTES COUNTY OFFICIAL RECORDS cl/ 2016.338 NANCY BLANKENSHIP, COUNTY CLERK COMMISSIONERS' JOURNAL 06/27/2016 02:43:10 PM 11111111111111111 111 rur Icecuraing tamp uruy BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON An Order Setting a Temporary Speed Limit of 20 miles Per Hour on Cascade Lakes Highway from MP 25.48 to MP 26.29 * * ORDER NO. 2016-030 WHEREAS, the United States Department Agriculture, Forest Service (USFS) is replacing the culvert located on the Cascade Lakes Highway at MP 25.87 with a 65 foot span concrete bridge; and WHEREAS, the construction of the bridge will require the installation of an approximately 950 foot temporary diversion road around the bridge construction site to allow traffic to be able continue use of Cascade Lakes Highway; and WHEREAS, the design constraints for the temporary diversion road required a design speed of 20 mph to allow the traveling public to safely drive through the project area; and WHEREAS, the Deschutes County Road Department, pursuant to the provisions of ORS 810.180(8), has determined that the construction of the bridge at the Soda Creek crossing on Cascade Lakes Highway (MP 25.87) has altered the character of the roadway to the extent that a speed lower than the statutory speed is necessary; and WHEREAS, based upon said engineering determination of danger to the public, the County Engineer has found that when the speed designated in ORS 811.105 or ORS 811.111 or by permanent written order is greater than the speeds designated below, a temporary speed reduction to lessen the risk to the public is desirable; now, therefore THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, HEREBY ORDERS as follows: Section 1. That the designated speed for the following section of roadway be as follows: Road Name: Cascade Lakes Highway Project Name: Soda Creek Culvert Replacement Designated Speed: 20 miles per hour From: Milepost 25.48 To: Milepost 26.29 Section 2. That the USFS shall install appropriate signs giving notice of the designated speed per ORS 810.180, Subsection 8(d). PAGE 1 OF 2- ORDER No. 2016-030 Section 3. That the signs installed pursuant to this order comply with the provisions of ORS 810.210 and 810.220. Section 4 That this speed zone will be in effect from July 11, 2016 through October 31, 2016 or earlier pending early project completion. Section 6. That this Order shall be recorded with the Deschutes County Clerk, and copies shall be filed with the Deschutes County Surveyor and County Assessor. The work is located at the Soda Creek crossing, T 18S, R 8E, Sec 12 at approximate Mile Post 25.87 of County Road 46. The goal of this project to enhance fish passage by replacing the existing undersized metal culvert with a new 65 foot span concrete bridge. I'd like to request a temporary reduction in the regulatory speed limit through the construction zone. The speed limit is proposed to be reduced from 55 mph to 20 mph through the construction zone and shall be in effect from July 11, 2016 through October 31, 2016, or sooner, pending early project completion. The reduced speed limit will occur from MP 25.48 to MP 26.29 of County Road 46. The construction zone will include an approximate 950 ft temporary diversion road to be constructed adjacent to the existing culvert/new bridge location. The temporary diversion road will be a 2 lane paved surface that will be reduced to one lane while crossing a temporary bridge over Soda Creek. Crossing of the single lane temporary bridge will be controlled by Stop Signs on either side of the bridge. The awarded contractor will be providing traffic control per the attached Traffic Control Plan. All work will be compliant with MUTCD standards.
