Regional Sports Complex Next Steps City Manager Keith Witcosky and Deschutes County Administrator Tom Anderson provided an update on a regional sports complex by presenting findings from the University of Oregon Lundquist College of Business students who participated in the City's Sustainable Cities Initiative project. Next steps consist of a Phase 2 study with The Sports Facility Advisory/The Sports Facilities Management to determine feasibility and economic impact. The study is anticipated to be completed in mid to late summer 2016, and costs approximately $51,000. The cost of the study will be shared amongst the stakeholders. COUNTY ITEMS A. DSL Property Update Deschutes County Property Manager James Lewis explained that two new appraisals have been completed on the property and the County is now finalizing the property configuration for trade. The land use portion of the project is moving forward with the consultant preparing the necessary documents and applications in the next few months. Community Development Director Heather Richards stated that the City of Madras has submitted a 199 -acre lot to be considered by the Central Oregon Intergovernmental Council for the Large Lot Industrial program. At this point in the meeting, County item C was presented. B. 911 Levy Update Deschutes County 911 Director Steve Reinke presented the Council with an update on the proposed 911 levy noting there has not been any organized opposition. Mr. Reinke explained what the 911 tax on phone bills is for and how it is distributed. Mr. Anderson commented that should the levy fail, there is a plan in place for the next two years. Police Chief Dave Tarbet shared information on a city action which transferred ownership of the radio system to Deschutes County to integrate into the county -wide system. C. Transfer of County -owned Property to the City Mr. Witcosky stated that the City requested donation of a parcel of land in the Dry Canyon that the County received via tax foreclosure. The City's goal is to continue protect the natural scenic area in the Dry Canyon from private development. Mr. Lewis explained that County analysis determined the parcel is undevelopable; therefore, County staff recommends donating the land to the City. Commissioner DeBone moved, seconded by Commissioner Baney, to approve the Bargain and Sale Deed, Document #2016-285 to the City of Redmond, motion passed. (ROLL CALL VOTE: DeBone-yes, Baney-yes, Unger -yes) D. County Marijuana Legislation Update Deschutes County Community Development Director Nick Lelack gave an update on the County's marijuana legislation process, noting that deliberations by the Board of Commissioners were continued to May 11. The Board has been considering impacts on use standards, adding that the County's issue is more about grow production. Additional discussion took place on accident rates since the legalization of marijuana and the possible inclusion of standards into Title 20 of the County Code. 2 OTHER BUSINESS In response to questions from Councilor Patrick, Mr. Lelack noted that the County is tracking the spotted frog issue very carefully and has included it in its annual work plan. Commissioner DeBone provided an update on upcoming County centennial celebration events including the "Faces of Deschutes County" play in Redmond's Centennial Park. Chair Unger announced that Representative Tobias Reed will hold a meet and greet in Bend on May 12.
