Also present were County Administrator Tom Anderson and Deputy County Administrator Erik Kropp; Dave Doyle, County Counsel; Nick Lelack and Matt Martin, Community Development; and six other citizens, including Ted Shorack of The Bulletin. CALL TO ORDER Chair Unger called the meeting to order at 10:00 a.m. 2. PLEDGE OF ALLEGIANCE 3. CITIZEN INPUT None was offered. Before the Board was Consideration of Second Readings, by Title Only, and Adoption by Emergency of Ordinances Relating to Marijuana Business Production and Processing. Matt Martin provided a brief overview of the Ordinances, which have the emergency declaration included per the Board's direction. Commissioner Baney said that `emergency' for the County is considered less than 90 days, although cities require just 30 days. Mr. Martin said the emergency clause covers anything less than 90 days for the County. Commissioner Baney stated that nothing will go into effect anyway until they lift the opt out. She supports an effective date of less than 90 days. This has been a very thorough process, which she hopes addresses most immediate impacts. The Ordinances will then be on the books, but the opt out still will need to be addressed. Commissioner DeBone said that there are many layers: medical, recreational adult use, and the opt out. They have the opportunity now to put all reasonable regulations in place. Chair Unger noted this is helping them get to a point where there is more clarity. He asked if they should do first reading again. David Doyle said that second reading with the emergency clause and an effective date is sufficient. Commissioner DeBone suggested a couple of weeks from now, perhaps July 1, would be appropriate. A.
