Board of Commissioners present were Robert Paulsen, and Clay Shephard. Commissioner Albert Young was absent. Chair Shephard called the meeting to order. Agenda: • Planning Department Request: The department would like to request a policy regarding the population figures in the Comprehensive Plan. The policy is needed due to the anticipated growth of 4 1/2% by the year 2000. No action taken. Page 1 of 5 Transcription of Audio Recording of July 18, 1979 • Discussion held on a request of review by the Board on July 3, 1979 to look at quiet title access for the Miller property (address not given for the record) and the county owns the adjacent property. No action taken. • Discussion also held on a request from Trail Ways for potential purchase of a piece of property owned by the county located near the Elks Club (address not given for the record). Discussion held on land sales not being advertised until after the Comprehensive Plan is adopted. • Public Hearing: The following roads are included in this public hearing to consider approving the establishment into the County maintained road system. The hearing was set on June 6, 1979. The Board considered whether public necessity existed and ordered legal notice be given announcing July 18, 1979 as the date of the hearing. • Shaniko Lane: Chair Shephard opened the public hearing. Upon hearing no public comment, the public hearing was closed. MOTION: Commissioner Paulsen moved to approve. Commissioner Shephard supported. VOTE: YOUNG: Absent PAULSEN: Yes SHEPHARD: Chair votes yes. Motion Carried • Peerless Court: Chair Shephard opened the public hearing. Upon hearing no public comment, the public hearing was closed. Each road will be read into a public hearing within subdivisions. • Mercury Place and Brinson Boulevard: Chair Shephard opened the public hearing. Upon hearing no public comment, the public hearing was closed. MOTION: Commissioner Paulsen moved to approve. Commissioner Shephard supported. VOTE: YOUNG: Absent PAULSEN: Yes SHEPHARD: Chair votes yes. Motion Carried • Woodside North Drive, Tall Pines Avenue, Pine Vista Drive, Mayberry Court, Kingsbury Court, Woodside Ranch Phase 5, Springtree Court, and Ridge Heights: Chair Shephard opened the public hearing. Upon hearing no public comment, the public hearing was closed. MOTION: Commissioner Paulsen moved to approve. Commissioner Shephard supported. VOTE: YOUNG: Absent PAULSEN: Yes SHEPHARD: Chair votes yes. Motion Carried Page 3 of 5 Transcription of Audio Recording of July 18, 1979 • Sunnyside Boulevard: Chair Shephard opened the public hearing. Planning Director spoke on a contested case with the adjacent subdivision of Mountain Heights. The Planning Commission concern is with the reserve strip of Sunnyside Boulevard that is adjacent to the Mountain Heights area of concern. After discussion, the public hearing was closed. MOTION: Commissioner Paulsen moved to keep the hearing open until July 19, 1979 at 10:00 a.m. for further consideration. Commissioner Shephard supported. VOTE: YOUNG: Absent PAULSEN: Yes SHEPHARD: Chair votes yes. Motion Carried Order for Board Consideration relatingto Bend Urban Growth Boundary: Commissioner Shephard read the Order PL11 into the record. MOTION: Commissioner Paulsen moved to adopt Order No. PL11. Commissioner Shephard supported. Discussion held on the definition of trailers verses mobile homes. Commissioner Shephard proposed revising the document, yet further discussion lead to the call for the question. VOTE: YOUNG: Absent PAULSEN: Yes SHEPHARD: Chair votes yes. Motion Carried Partitions for Consideration of Approval: MOTION: Commissioner Paulsen moved approval of Minor Partition MP79-31, MP79-117. Commissioner Shephard supported.
