Dated as: July 27, 1979
A meeting of the Board of County Commissioners was held on July 27, 1979.
Board of Commissioners present were Albert Young, Robert Paulsen, and Clay
Shephard
Chair Shephard called the meeting to order.
Agenda:
Consideration of Partition Description:
Discussion held on a parcel being a major or minor. A professional land surveyor
was present. The first parcel for consideration is in section 5 north of Terrebonne.
This parcel is requested as a minor partition. The Planning Department feels this is
a major. The matter of access was discussed.

MOTION: Commissioner Paulsen moved approval of the minor partition 79-73 as
submitted on May 10, 1979. Commissioner Young supported. Commissioner
Shephard commented on the motion contradicting the ordinance and would rather
stay with the major partition ruling.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
The second parcel in question is 79-105 with the same question of major or minor
partition. Two parcels located outside of Redmond. Discussion held on the
question of the parcels easement and road access.
MOTION: Commissioner Young moved approval of MP79-105 be considered a
minor land partition and processed as such. Commissioner Shephard supported.
VOTE: YOUNG: Yes
PAULSEN: No
SHEPHARD: Chair votes no. Motion Failed
Commissioner Paulsen suggested the parcel be reviewed by the Road
Department.
Other:
• Robert Young approach the Board with a concern of a partition of his
acreage in Blue Tip Ranch. Mr. Young was informed he needed to fill out
forms and pay the application fee. Mr. Young explained the Road
Department asked for a 50 foot right of way. He requests to partition
into two parcels of ten acres each. Discussion held on the property and
road access. Commissioner Paulsen suggested the Road Department go
to the property and assess the road location and requirements to
achieve this partition request.

• Boyd River Mall Shopping Center: Appeal the decision is requested.
Historical buildings were on the site since 1904. A power line was
constructed and the property owners were not consulted. Discussion
held on the power line and tree removal. Property owner is requesting
the Commissioners discuss this issue with PP&L, the utility company.
Commissioner Shephard will have the discussion yet feels the County
would not have any authority in the matter.
Commissioner Shephard adjourned the meeting
