MINUTES OF BUDGET MEETING - COMMUNITY JUSTICE
THURSDAY, JUNE 2, 2016

Present were Commissioners Anthony DeBone, Alan Unger and Tammy Baney.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; Mike Maier, Jimm Burton and Bruce Barrett, citizen
members of the Budget Committee; Wayne Lowry and Loni Burk, Finance .
Present in the audience were Phil Henderson, Ted Shorack of the Bulletin, Lindsey
Lombard, and Dave Givans, Internal Auditor.
Meeting minutes were taken by Sharon Ross, Administrative Assistant/BOCC.
Chair Bruce Barrett opened the meeting at 11:58 a.m.
Present from the Community Justice Department were Ken Hales, Community
Justice Director; Sonya Littledeer-Evans, Community Justice Deputy Director;
Deevy Holcomb, Senior Administrative Manager; and Tanner Wark, Community
Justice Deputy Director.
Adult Parole and Probation is a State obligation and Juvenile Community Justice is
a County obligation. Discussion was held on services expenses and systems in
place to account for that. The group reviewed FTE's and expenditures of the
department.

There are presently four Juvenile Department projects: field services, behavioral
health, assessment and court services, and functional family therapy. These
programs are funded by County general fund or State grant funding. The intake for
detention has been up to capacity, which equals 17. J Bar J moved into one of the
pods this past year, and in September, there should be an additional agreement with
them to occupy another pod. The price of the lease per pod is $39,000 per year.
The group reviewed Adult Parole and Probation projects: community corrections,
justice reinvestment, family preservation, addictions reduction, electronic
monitoring, community service, and misdemeanor supervision. Discussion was
held on the creation of a competitive procurement for a drug and alcohol support
service. Staff was able to work with providers and create a resource for these
services. State grants are mostly formula -based or population -based. Quarterly
reports are required, and the department, with the help of Information Technology,
has developed an internal data system.
There being no further discussion, Chair Barrett closed the session at 12:48 p.m.
