Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; and Dave Doyle and Cole Sahleen, County Counsel. Attending for a portion of the meeting were Whitney Hale, Communications; Judith Ure, Administration; and James Lewis, Properties. Chair Unger opened the meeting at 1:30 p.m. 1. Recommendation of Spay/Neuter Grant Awards. Judith Ure gave an overview of the program. Last year there were only three applicants; this year there are five. The applications went to the Dog Control Board of Supervisors, who assigned points and determine the amounts. The Central Oregon Cat Alliance consists of groups that also applied individually. HSCO provides vouchers for spay/neuter but are turning people away because they say they do not have enough funds set aside for this purpose. Chair Unger supports the grants as shown, and wants to support any group that does this kind of work. Commissioner DeBone wants Cascade Canine Rescue East & West to receive nothing since they are new. Minutes of Board of Commissioners' Work Session Wednesday, June 22, 2016 Page 1 of 4 BANEY: Move approval of the recommendations with the Cascade Canine Rescue receiving $500, with the balance distributed equally between the others. UNGER: Second. VOTE: DEBONE: Abstain. BANEY: Yes. UNGER: Chair votes yes. 2. Discussion of County Lobbyist Selection. Ms. Ure said that two Commissioners would eliminate Kancler Consulting, and there is a split opinion between Northwest Grassroots and Pac/West. They already eliminated State Street Solutions. The rating panel came up with Northwest Grassroots (Doug Riggs) first, and PacWest (Paul Phillips) second. She explained the fee schedule for the various groups. Commissioner Baney stated that she prefers Erik Kancler. She feels the other two are a mixed bag. Chair Unger pointed out that they are lobbyists, and that is what you get. Commissioner Baney said she prefers not to work with Doug Riggs (Northwest Grassroots). She does not want the County to be a part of a bigger mix, either. Commissioner DeBone agreed. Commissioner Baney stated she would go with Pac/West if that is what the others are thinking. Chair Unger noted that he likes Mr. Kancler but is not sure he can bring all that is needed into this. He thought Mr. Riggs might have some influence and access to the legislature. He added that you have to work with someone to find out. He likes the bigger picture idea. Commissioner Baney stated that she does not want him to be the voice for Deschutes County. Chair Unger said that there are different issues here, from those of the cities. Commissioner DeBone said there would be a two-year horizon for which ever they select. Ms. Ure stated that Pac/West wants three years with a renewal clause. Commissioner DeBone indicated that it appears the conclusion is for Pac/West. All four showed different strengths, and any of them would be okay with him. There are multiple people at Pac/West, so they should be able to get up to date on a big issue quickly. He would like them to get through the long session, then the short session and review. The cost of any of them is acceptable. Commissioner Baney explained that she met with the health policy manager for the CCO's, and ran into some issues with Paul. All of this is going to hit in the next session. He works for his clients, but could run up against a conflict or not protecting what the County has going on in this area. Since the CCO framework started here, this is something to be addressed in the next session. The County is not a part of CCO Oregon. The County is already doing some of those things here, but worked harder to get it. Chair Unger agreed to Pac/West. He thinks they will get value with any of them; they just have to work at it. Discussion occurred on the length of the contract. Commissioner Baney wants a two-year agreement. Commissioner DeBone said that there are two biennium periods and this would be squeezed. They could review the agreement after a year. Ms. Ure explained that they are going into the second year of the biennium, and then will deal with 2017-19. Chair Unger said that they would develop the second biennium budget this session for the next one. You cannot know everything now and can't figure things out in one session. He would like to regroup in a year, or sooner if there are concerns. Tom Anderson said that the decision should come from two of the Commissioners to create separation, since Commissioner Unger has a relative working for Pac/West. Commissioner Baney said that the County's needs are strategic. There is value in a big group, but the needs here are specific. She thinks Mr. Kancler knows the connection. The Commissioners have a lot of the relationships in Salem built already, and this would be complementary. Chair Unger stated that they need someone to work on the bills, and move them forward, and the bigger companies have people to do this. He is concerned about a one-person company. There is some friction between cities and lobbyists, and he doesn't want the County to get in the middle of that. Commissioner DeBone noted that he understands this, but there is a political climate to deal with. The same applies to Northwest Grassroots. Commissioner Baney said that the most neutral with the least ties to this area if Pac/West. The others would have a week to appeal the selection. Mr. Anderson said he would schedule a goal -setting meeting with Pac/West after that. Being no further discussion, the meeting adjourned at 2:45 p.m., at which time the Board went into executive session under ORS 192.660(2)(e), real property negotiations; and (2)(h), pending or threatened litigation.
