Baney. Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; Mike Maier, Jimm Burton and Bruce Barrett, citizen members of the Budget Committee; Wayne Lowry and Loni Burk, Finance; and Scot Langton, Assessor's Office. Meeting minutes were taken by Elyse West, Risk Management The topic of discussion was Assessor's Office Budget Chair Bruce Barrett opened the meeting at 9:45a.m. Scot Langton, County Assessor, stated there are no significant changes from last year in their cost of staffing. This year there have been several retirements, and they did a restructure of the office regarding experience. Recruiting has been a challenge because out -of -area recruits do not accept hire due to high housing costs, and the private sector is experiencing its own success and staff retention. When promoting from within, staff have experience, however it takes a full year to train them and they are only able to work independently after their second year in the position. Minutes of Budget Meeting Wednesday, June 1, 2016 Page 1 of 3 Mike Maier said he noticed on that state grant money has increased but the budget has not. Is not that money dispersed based on the Assessor's Office submitted budget? Mr. Langton answered that the budget has not increased much due to the restructure. As an example, the chief appraiser position is no longer because they could not fill the recruitment for it. They therefore shifted the managerial duties and hired a Senior Appraiser. He agreed the state money comes in based on their budget; however the state has done a poor job statewide with projecting what the revenues are. Commissioner DeBone asked with the restructure, if the office had enough space and was located properly for the next five years. Mr. Langton replied affirmatively. It was designed to be a twenty year building and current staffing levels are equal to those in 2001. Looking at total revenues that the Assessor's Office bills, the administrative fee is approximately 1.7% , which is efficient compared to other billing systems. Tom Anderson asked what the latest on the development of new software for the future. Mr. Langton answered that Deschutes County is positioned better than any other county in state. When we switched software in 2002 to Oregon Specific, it was estimated to be a five to ten year life, which has been extended. Oregon Specific is in the process of rewriting it and they are incurring half the capital cost to rewrite. We are therefore no longer the owner of it. It is the only system that can be bought today that has been tested and proven. Other nearby counties have bought untested systems that failed. Deschutes County is transitioning into using software by Tyler. Mr. Maier asked if the new system will improve efficiency. Mr. Langton said that all software continues to upgrade and platforms are no longer supported. This will be a better product and will integrate better with their needs.
