Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; Dave Doyle, County Counsel; Jessica Jacks, Health Department; Peter Russell, Community Development; and two other citizens. No representatives of the media were in attendance. 1. CALL TO ORDER Chair Unger called the meeting to order at 10:00 a.m. 2. PLEDGE OF ALLEGIANCE 3. CITIZEN INPUT None was offered. Board Approval of Documents No. 2016-499 and 2016-500, a Grant Agreement with ODOT and Services Contract with COIC regarding the Installation and/or Improvement of ADA -Compliant Bus Stops 5. Board Signature of Document No. 2016-504, a Partial Release and Modification of Improvement Security Agreement for Tartan Druim, Tetherow 6. Board Signature of Document No. 2016-340, for the Installation of Law Enforcement Equipment on Sheriff's Office Vehicles 7. Board Signature of Letters regarding the Deschutes County Audit Committee: Reappointing Dan Despotopulos and Appointing Shawn Armstrong, through June 30, 2018 8. Board Signature of Minutes: • Work Session of July 18, 2016 • Business Meeting of July 18, 2016 ACTION ITEMS 9. Before the Board was Consideration of Board Signature of Document No. 2016-506, a Notice of Intent to Award Contract Letter to Quon Design & Communication to Provide Market Research and Development of a Mental Health Promotion Campaign. Jessica Jacks explained the program and the contracting process. The County is the fiscal agent on behalf of this regional program, with Crook and Jefferson counties. It will highlight the importance of maintaining mental health. The focus will be on overall mental health awareness, and to focus the message for the primary health care setting. It aligns with the regional health improvement plan. Minutes of Board of Commissioners' Business Meeting Wednesday, July 27, 2016 Page 2 of 6 There were six proposals, all from Oregon. The steering committee reviewed them and identified Quon as the top candidate. They are aligned to do this work, were highly recommended, and have experience with regional programs. The contract is for about $40,000 to do market research on the "Mind Your Mind" brand work previously started in Lane County. There is a total of $200,000 from the grant to pay for this and other mental health projects. Commissioner Baney asked how they will determine success; and whether this targets a specific age group. Ms. Jacks said the company will help them identify some of this. Focus groups will help determine some of the parameters. Before the Board was Consideration of First Reading, by Title Only, of Ordinance No. 2016-010, Rescinding the 2002 Bend Airport Master Plan, Replacing it with Changes in Chapter 7 in the 2013 Master Plan. Peter Russell provided an overview of the Ordinance, which has come together after several years of work with the City of Bend. The Hearings Officer approved the City's plan and there were no appeals filed. David Doyle said that in this case, the Board is to support the Ordinance. Commissioner Baney stated that this has been a well -vetted process with a lot of public involvement. There are still concerns about some of the activity in the area, but it was already allowed years ago. All need to try to be good neighbors and aware of impacts. Commissioner DeBone added that rural county residents are affected by this activity but he feels a lot has been done to try to mitigate this. The FAA has control over what happens in the air, but there needs to be a good neighbor policy and people need to try to do a better job. He is concerned about this and will be watching it. Before the Board was Consideration of First Reading, by Title Only, of Ordinance No. 2016-011, Text Amendments to the Deschutes County Comprehensive Plan Section 3.4, Transportation System Plan regarding the Bend Airport Master Plan Mr. Russell said this references the updated 2002 master plan. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for Deschutes County in the Amount of $1,450,747.45. Tom Anderson explained that some of the expenses were for four foreclosures through the Sheriff's Office at the Courthouse. This goes through the budget process.
