Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; Dave Doyle, County Counsel; and George Kolb, Road Department. No representatives of the media or other citizens were in attendance. 1. CALL TO ORDER Chair Unger called the meeting to order at 10:00 a.m. 2. PLEDGE OF ALLEGIANCE 3. CITIZEN INPUT None was offered. Board Signature of Contracts to Pfeifer & Associates and New Priorities Family Services for Felony Offender Recovery Support Services, per RFP Process 7. Board Signature of Resolution No. 2016-020, Creating a Change Fund for Gate Activity and Increasing the Petty Cash Fund for the Duration of the Annual County Fair 8. Board Signature of Letters regarding EDCO (Economic Development for Central Oregon) Membership: Appoint Josh Newton, through June 30, 2018; Reappoint Tom Anderson through June 30, 2018; and Thank Steve Hultberg for his Service 9. Board Approval of a Discretionary Grant for $500 for the Newberry Event Music & Arts Festival Fundraiser to Defeat MS 10. Before the Board was Consideration of Board Signature of Resolution No. 2016-019, Rescinding Resolution No. 2010-009, which Created an Event Fee and Limited Events on Skyliners Road. Minutes of Board of Commissioners' Business Meeting Monday, July 18, 2016 Page 2 of 4 George Kolb gave an overview and the history of the item. He said the work is done; there are six-foot bike lanes and they get a lot of activity. Erik Kropp said that the normal event fee is $45, so with this change this amount will apply, rather than the $100. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the Extension/4-1I County Service District in the Amount of $5,149.25 (two weeks). Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for Deschutes County in the Amount of $3,691,713.14 (two weeks). Erik Kropp said one large payment was for road preservation and overlay, and another was for roundabout construction. BANEY: Move approval, subject to review. DEBONE: Second. VOTE: BANEY: Yes.
