DESCHUTES COUNTY BOARD OF COMMISSIONERS,
WEDNESDAY, AUGUST 10, 2016
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Alan Unger, Tammy Baney and Anthony DeBone.
Also present were Erik Kropp, Deputy County Administrator; Dave Doyle, County
Counsel; Nick Lelack and Peter Russell, Community Development; and six other
citizens.

ACTION ITEMS
8. Before the Board was Consideration of Board Signature of Documents No.
2016-551 and 2016-553, Payment in Lieu of Taxes Agreements with
NorWest Energy 2.
David Doyle provided a brief overview of the item, which has been discussed
twice in work sessions with the County Administrator, Assessor and Finance
Director. They are in favor of going forward.
Jason Carr and Troy Snyder of Cypress Creek came before the Board. They
explained the tax ramifications using the PILOT program results in about the
same amount for the County, but allows simplicity and certainty. The company
wants to know what the tax bill will be rather than having to assess every year,
even if it costs them a bit more.

Chair Unger asked how many megawatts are involved. Mr. Carr said that this
program could supply 2,000 to 2,500 homes per year. Commissioner DeBone
stated that this allows for the further development of solar energy. There is a
land use process involved as well.
Commissioner Baney noted that the previous meeting with the Assessor and
Finance Director helped to gain some clarity. This agreement allows certainty
in a business that is subject to technological changes in the future.

COUNTY SERVICE DISTRICT
13. Before the Board was Consideration of Approval of Weekly Accounts
Payable Vouchers for the Extension/4-H County Service District in the
Amount of $1,550.72.
Commissioner DeBone said everyone involved seemed to have a good time at
the annual County Fair. The 4-H part was very successful and there was over
$100,000 more revenue paid to the participants this year over last year. Chair
Unger said that the Fair vendors had a great year as well.

14. Before the Board was Consideration of Approval of Weekly Accounts
Payable Vouchers for Deschutes County in the Amount of $1,042,943.63.
Mr. Kropp explained that $400,000 of this involved foreclosures. Some went to
temporary employment agencies, mostly for help at the annual Fair. There was
also a $50,000 loan granted to PCC Schlosser Company.

The Board continued the open business meeting after executive session, at 11:35
a.m. Commissioner Baney had to leave for another meeting.

OTHER ITEMS (continued)
Chair Unger presented a letter of support for a La Pine Health Center grant
application. Commissioner DeBone did not like the wording regarding the area
being in poverty; he noted that the area is very dedicated and working hard to
improving things. Chair Unger would like the language to stay the same for grant
purposes to show that these services are needed there. Commissioner Baney said
that this is a competitive grant and wants the letter to be as strong as possible. The
challenges of the alpine pass geography and difficulty getting to other areas during
the winter can be a serious issue.

Mr. Kropp noted that a last-minute request was made of Chair Unger to provide a
letter of support for a Health Council grant being sought by the Bethlehem Inn.

Nick Lelack provided an update regarding Mt. Bachelor Corporation's desire to
build more ski lifts. The State Building Code regulates this. If it is interpreted as
being a federal project on federal land, it is exempt from local regulations. If it is a
lease agreement, they need local permits. They indicated they did not think they
needed permits.
There were further discussions on this matter, and it was found that local permits
had been required previously for the Pine Marten lift. Mt. Bachelor Corporation
has a third party inspector in place. It has been determined to be a local
interpretive matter. The Department advised Mt. Bachelor's representatives that
whatever has to be done by the County would be expedited.
Being no further items addressed, the meeting was adjourned at 11:50 a.m.
