MINUTES OF JOINT MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS &
BLACK BUTTE RANCH COUNTY SERVICE DISTRICT MANAGING BOARD
THURSDAY, JUNE 309 2016
Present were Commissioners Alan Unger, Tammy Baney and Anthony DeBone.
Also present were Tom Anderson, County Administrator; Whitney Hale,
Communications; and, from the District, current, outgoing and newly appointed
Board members; two representatives from Black Butte Ranch Police Department,
and Lori Steinthal, Administration. No representatives of the media were present.
The meeting began at about 12 noon, at Black Butte Ranch.
Discussion took place on the following issues.
The District introduced the two new members of the Board and thanked the two
outgoing members for their service. The new members are Paul Janssen and
Steve Amsberry, replacing Curtiss Abbott and Clark Brody, whose terms had
expired.
The Commissioners detailed the process the County went through to develop
new regulations pertaining to recreational and medical marijuana production,
processing and sales. They discussed the community's input and the difficulty
in finding consensus and middle ground. The Commissioners noted that they
were pleased with the final result.

The District expressed concerns with the External Auditor last year. They felt
he was not as thorough as he should have been, and seemed unfamiliar with the
make -up of the District. Tom Anderson agreed, and said that the County also
had some issues with this. He explained that the concerns were presented to the
audit firm (Eide Bailly), with a clear expectation that performance will improve
in the coming year.
• The District expressed its gratitude for the assistance of County Counsel Dave
Doyle on several pertinent issues.
New BBR police sergeant Tim Edwards (formerly with DCSO) was introduced.
• The Commissioners and District board members expressed their satisfaction
with the relationship between the District and the County.
• Representatives of the BBR Rural Fire Protection District discussed their recent
participation in training with local law enforcement agencies. They emphasized
the benefits of being included in these trainings, and the value of mutual aid
agreements.
No formal decisions were made on any issue.
The meeting concluded at 1: 30 p.m.
