Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Alan Unger, Tammy Baney and Anthony DeBone.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; Dave Doyle and Chris Bell, County Counsel; Chad
Centola, Solid Waste Department; Whitney Hale, Communications; Steve Reinke,
911; two Sheriff's Deputies; and about a dozen other citizens.

9. Before the Board was Consideration of the Reading and Signature of a
Proclamation Declaring September 16, 2016 to be Prisoner of War and
Missing in Action Awareness Day; and the Month of September to
Remember our POWIMIA.
Judith Burger, Judge Advocate, State of Oregon, Veterans of Foreign Wars, and
Bob Cusick, Post Commander, Bend VFW, came before the Board. Ms. Burger
thanked the Board and explained the work done by the VFW's on a local,
national and international level.
She explained that there are a tremendous number of service members missing
— 86,692 service members nationally, including 1,002 from Oregon, where 16
are accounted for but still missing. It is important to keep this search relevant.

Mr. Cusick said that the financial part of it, the process of retrieving remains, is
a priority. He supports getting all POW/MIA's accounted for. There is still one
POW from Bend from 1968 who has not been found.
Chair Unger stated that he is very supportive of this important issue. The
County will do what it can to be supportive. Commissioners Baney thanked
them for their service and the work they continue to do. The Board has requests
for a number of Proclamations, but could not be more proud to have this in
front of them. There remain a lot of families that do not have closure. It needs
to be kept relevant. Commissioner DeBone stated that this is a grim number. It
is good that this process has improved, but losing track of service members is
serious business.

10. Before the Board was Consideration of the Reading and Signature of a
Proclamation Declaring September 2016 as Military and Veterans Suicide
Prevention Month.
Ms. Burger said that this issue hits close to home for many people. She read a
statement at this time regarding the problem of suicide and especially those of
veterans and military personnel. This suicide number is 22 per day. It does not
matter what the branch of service, when the person served or the conflict. One
is too many.
She thanked the County for being supportive of veterans and their families.
The Veterans' Affairs study said that suicide strikes twenty veterans per day,
and male veterans are 21 % more likely to commit suicide than civilian males.
Women veterans are 85% more likely to commit suicide than their female
civilian counterparts. Sixty percent of veteran suicides were people over the
age of 50.

Chair Unger agreed that one is too many. Deschutes County supports Veterans'
Services and Behavioral Health Services, who all do what they can.
Commissioner DeBone thanked the attendees for their involvement.
Commissioner Baney echoed this, and noted that there is a lot of community
work being done on suicide prevention. It is not a crime although used to be
considered as such. It is essentially death by suicide, because the system failed
these people.
They need to embrace those who are struggling and do everything possible.
This situation is close to her and the work done by the County on a lot of levels.
These people should not be forgotten, and the gaps in the system need to be
closed. They put their lives on the line so that others could remain free.
Mr. Cusick said that COVC (Central Oregon Veterans' Council) has formed a
veterans' horse ranch. This program has been very successful with veterans
who were attempting suicide but were prevented through this work. Other
organizations are working to help those with PTSD or mental stress issues.
Chair Unger stated that he is supportive of the concept and moving forward
with the ranch. In Oregon, there are conflicts with land use laws that make it
harder to develop these kinds of facilities. They need to advocate to the State
that there must be solutions when it is the right thing to do. Legislators need to
know this.

11. Before the Board was Consideration of Chair Signature of Document No.
2016 -563, a Notice of Intent to Award Contract Letter for the Knott
Landfill Flare Expansion Project.

Chad Centola provided an overview of the project, which requires a larger flare.
The existing flare will be maintained as a backup. The new one will be about
eight feet taller. Commissioner DeBone asked if there is a difference in how
much can be captured from the various cells. Mr. Centola said that it varies and
is more efficient with newer cells. They were able to come in under the
estimated cost. There may be opportunities in the future to utilize this natural
gas in some other way.

SERVICE DISTRICT
12. Before the Board was Consideration of Signature of Document No. 2016-
578, Amending an Agreement with Noble 911 for 911 Phone System.
Steve Reinke explained that a Noble 911 contract was approved previously, but
a switch for the Department of Justice was left off the contract. This adds the
switch, which is already budgeted as part of this project.
There is a lot going on. The old phone system components are being removed
and the new system is coming together. Training will occur in September and
will include a variety of agencies. Some counties in the Valley are already
planning to implement their part of this process, and there is still a lot of
education needed for the public. It is more efficient for call- takers to get a
phone call than it is to get a text message, so the public is being encouraged to
use the call feature.
They are on track for use of the new law enforcement radio system. In the
meantime, those systems will be bridged to allow for transition. The computer
dispatch system is nearing completion.

Mr. Anderson said that the bulk of this expense is for Noble Communications
for the phone system.

Mr. Anderson stated that most of this was for seasonal roadwork, such as
overlays and the Powell Butte roundabout, and the purchase of materials for
next year.

WHEREAS, Deschutes County and the Veterans of Foreign Wars District 10 are dedicated to
public awareness of America's POWs and MIAs; and
WHEREAS, Deschutes County and the Veterans of Foreign Wars District 10 show support of all
organizations dedicated to bringing home all of America's POWs and MIA's; and
WHEREAS, Deschutes County and the Veterans of Foreign Wars District 10 show visual support
within the community of their appreciation for current and past military personnel; and
WHEREAS, Deschutes County and the Veterans of Foreign Wars District 10 bring awareness of
current issues involving those that are still missing and unaccounted for; and
WHEREAS, it is the intent of Deschutes County and the Veterans of Foreign Wars District 10 to
never forget the men and women in the military for their sacrifices and the sacrifices of their
families made to ensure America's freedom.
THEREFORE BE IT RESOLVED THAT the Board of County Commissioners hereby
designates and proclaims September 16, 2016 to be POW -MIA AWARENESS DAY in Deschutes
County.
THE BOARD OF COUNTY COMMISSIONERS herby urges all citizens throughout the month
of September to remember our Prisoners of War and our Missing in Action with special emphasis
on September 16, 2016.

PROCLAMATION
DECLARING SEPTEMBER 2016 AS MILITARY AND VETERANS
SUICIDE PREVENTION MONTH
WHEREAS, suicide is one of the most disruptive and tragic events a family or community can
experience; and
WHEREAS, heightened awareness and education will encourage the development of strategies and
support programs to help prevent suicide; and
WHEREAS, veteran suicide rate is fifty percent higher than those who did not serve in the military;
and
WHEREAS, Deschutes County has many agencies, professional staff and trained volunteers, such
as the Veterans of Foreign Wars and other veteran organizations who provide front line support in
the fight against suicide; and
WHEREAS, a great many suicides are preventable; and
WHEREAS, Deschutes County encourages research on all suicide and suicide prevention;
NOW, THEREFORE BE IT RESOLVED THAT the Board of County Commissioners hereby
designates September 2016 as Military and Veteran Suicide Prevention Month in Deschutes
County.
THE BOARD OF COUNTY COMMISSIONERS herby urges all citizens throughout the month
of September to educate themselves about suicide and suicide prevention, by learning the signs and
symptoms of suicide; and by learning the resources available to assist in suicide prevention.
