A meeting of the Board of County Commissioners was held on July 11, 1979.
Board of Commissioners present were Albert Young, Robert Paulsen, and Clay
Shephard
Chair Shephard called the meeting to order.
AGENDA:
Starwood:
Commissioner Paulsen reported there was an article in the newspaper that another
phase of Starwood has gone through the Planning Commissioner. Commissioner

meeting. Commissioner Shephard suggested the Planning Director should inform
the Commissioners what the agenda item is pertaining to. Planning Director
Monroe suggested any discussion should be shared with the applicant and any
discussion at this meeting should be entered into the record. The article noted this
phase was approved by the Planning Commission but the Commissioners are not
aware of the proceedings. Planning Director Monroe noted the Planning
Commission approved the Starwood Plat for 177 lots and 66 of those were to be in
the mobile home lot and remaining 111 plots were approved at the last Planning
Commission meeting. This is part of the original conditional use. Commissioner
Shephard suggested the Commissioners consider a review but ask for
representatives of Starwood to be present.
Commissioner Paulsen suggested the Commissioners consider a review.
Commissioner Shephard requests a review of the minutes of the last Planning
Commission meeting. Information will be provided for review and this topic will
be included on the agenda of Thursday's meeting.
Discussion held on the process of appeals through the Planning Commission.
Zoning Issue:
An appeal on the Deschutes Ready Mix application, MP79-59 was processed. A
letter was received from the Planning Department accepting the land partition
subject to sanitation requirements and 10 feet of additional right-of-way along
Boyd Acres Road. The basis is on the decision of the right -of way is noted in the
comprehensive plan that street is a future major arterial. Discussion held whether
this is a major or minor partition. Comment made is this is not a factual issue.
Discussion held on state statutes.

Personnel:
Temporary Services Agreement: Lori Buckle temporary services contract for $4.00
per hour.
MOTION: Commissioner Paulsen moved approval of the temporary services
contract with Lori Buckle. Commissioner Shephard supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried.
County Surveyor: Partitions need to be sent to Crook County for signature as the
County Surveyor is unable to sign his own surveys. Commissioners suggest a
formal request sent in writing.
Order for Hearing: An order for consideration before the Board. Commissioner
Shephard read into the record an order to request public hearing considering matter
of Deschutes Pine Sanitary District.
MOTION: Commissioner Paulsen moved approval. Commissioner Young
supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried.
Other: Commissioner Paulsen brought forward a discussion on records policy for
the Building department.

MOTION: Commissioner Young move approval of rules for protection of records
and to prevent interference with regular duties provided by ORS 192430 as in this
case applying to the Building Department. Commissioner Paulsen supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes no. Motion Carried.
Other:
• Commissioner Paulsen reported seeing a member of the Building
Department unloading lumber from a county vehicle into their private car.
A memo should be sent to remind staff of proper behavior.
• Fee schedules. Does the Board feel like reducing the appeal fees?
Commissioner Paulsen feels appropriate to waive the second appeal fee.
• Commissioner Paulsen commented on the need of streamlining process of
partitions.
Being no further discussion, Commissioner Shephard adjourned the meeting.
