A meeting of the Board of County Commissioners was held on September 4, 1980.
Board of Commissioners present were Albert Young, Robert Paulsen, and Clay
Shephard
Chair Young called the meeting to order.
AGENDA:
The Comprehensive Plan Advisory Committee will meet with the Board next
week to review the outcome of today's workshop.

MOTION: Commissioner Young made a motion to cut the EFU Zone acreage by
one half due to the poor conditions of the land. Motion failed due to lack of
second.
MOTION: Commissioner Young made a motion that the MUA Zone be
increased from the reduction of the proposed decrease in lot size in EFU.
Motion failed due to lack of second.
MOTION: Commission Young made a motion that the SMR Zone be eliminated
entirely due to difficulty of using the land. Commissioner Paulsen supported.
Discussion held on property use and restrictions. Discussion held on
aggregate found on those lands.
VOTE: PAULSEN: No
SHEPHARD: No
YOUNG: Chair votes yes. Motion failed
Mining Lands Discussions:
Map presented and reviewed.
MOTION: Commissioner Paulsen made motion that all sites provided on the
map of T18SR11E submitted by Central Oregon Pumice Company be zoned as
indicated on the map as SM and SMR which is consistent with the criteria of
the PL20 of the Plan and PL15 of the ordinance. Commissioner Shephard
supported.

Other Mining Land Discussion:
State permits granted for sites identified for mining should be classified a
SMR.
Level 4 standards were reviewed. Standards imposed cause land use
restrictions.
Discussion on site plan and zoning.
MOTION: Commissioner Paulsen moved to approve the Hearings Officer not a
public hearing on site plans. Commissioner Shephard supported.
VOTE: PAULSEN: Yes
SHEPHARD: Yes
YOUNG: Chair votes yes. Motion carried
Lengthy discussion held on the supply of aggregate and quality fill on
Deschutes County lands.
MOTION: Commissioner Paulsen moved that all level four aggregate sites be
zoned SM with findings outlined. Commissioner Young supported.
VOTE: PAULSEN: Yes
SHEPHARD: No
YOUNG: Chair votes yes. Motion carried

MOTION: Commissioner Shephard made motion to recess the meeting until
3:00 p.m. Commissioner Paulsen supported.

MEETING RECONVENED:
Property Zoning:
Request regarding property zoning (unable to determine due to audio issues
with the recorded audio). Request is to leave the property in question on
Buckhorn Road as zone EFU20.
Lengthy discussion.
MOTION: Commissioner Young moved to approve this property remained
zoned as EFU20. Motion failed due to lack of second.
Commissioner Paulsen noted the compromise regarding the level 4 property
in SMR zones that may not achieve the intent of getting the sites mined
quickly. Discussion held.
On September 10, 1980 the Comprehensive Plan must be published and
available.

Forestland Discussion:
Discussion held on forestland and zoning. Input relayed as received by US
Forest Service. Discussion held on timber capability and wildlife protection.
MOTION: Commissioner Paulsen moved to zone Section 23 Township 14
South Range 10E as F3. Commissioner Shephard supported.
VOTE: PAULSEN: Yes
SHEPHARD: Yes
YOUNG: Chair votes yes. Motion carried
At this time, Commissioner Young left the meeting.
Agricultural Land Discussions:
Letter received suggesting the agricultural land acreages should be larger in
the Lower Bridge, Alfalfa and Cloverdale areas. Land and Conservation
Development Committee is reconsidering their position on lot size.
Discussion held.
MOTION: Commissioner Paulsen moved to cancel the waiver. Commissioner
Shephard support.
VOTE: PAULSEN: Yes
SHEPHARD: Yes
YOUNG: Chair absent. Motion carried
Concern to drop the homestead exception in Wickiup Acres. Discussion held
on lot size. Discussion held on fire protection.

MOTION: Commissioner Paulsen moved to approve the zone for Wickiup
Acres as RR10. Commissioner Shephard supported.
VOTE: PAULSEN: Yes

At this time, the meeting was recessed and set reconvening meeting to 8:00
a.m. on September 5, 1980.
Reconvene: Chair Young reconvened the Board Meeting and Comprehensive
Plan Workshop at 8:00 a.m. on September 5, 1980.
Property Discussions:
Chair Young brought forward a few concerns regarding farm property owners
that have lived on their land for 10 years.
MOTION: Commissioner Young made a motion relative to homestead
exemptions so that a farmer may retire and sell this property and remain in
his home. Motion failed due to lack of second.
MOTION: Commissioner Young made a motion the plan be presented to the
Deschutes County voters to decide. Motion failed due to lack of second.

Surface Mining Site Discussion:
Discussion resumed on SM verses SMR sites.
MOTION: Commissioner Paulsen moved to approve the Level 4 sites not be
zoned SM but zoned SMR instead. Commissioner Shephard supported.
Commissioner Young noted he strongly objects.
VOTE: PAULSEN: Yes
SHEPHARD: Yes
YOUNG: Chair votes no. Motion carried
Discussion held on aggregate supplies.
MOTION: Commissioner Paulsen moved to approve Rose Site as SMR.
Commissioner Shephard supported.
VOTE: PAULSEN: Yes
