A meeting of the Board of County Commissioners was held on August 21, 1979.
Board of Commissioners present were Albert Young, Robert Paulsen, and Clay
Shephard
Chair Shephard called the meeting to order.
AGENDA:
Public Hearing of Sunrise Village Sanitary District:
The developers of Sunrise Village spoke on the issues of concern. The last hearing
was March 21, 1979 with the City of Bend. At this time the issue is the
Environmental Quality Commission requested the village to place their sanitary
sewer system in place or they would be requested to form a sanitary sewer district.
Concerns were voiced on the incompatibility of the City of Bend's water system
and sewer system and the extreme costs. Environmental Quality Commission

requests the sewer system be under the local municipality. The developers were
told the village is outside of the urban boundary. A petition of forming a sanitary
sewer district was filed with Deschutes County.
The city attorney for Bend was present and noted the importance to the cities
regional sewer facility. He suggested that if the sewer district is formed it would
be for a wrong reason. The attorney reviewed responsibilities through the City and
proving no reason for the sewer district to be formed.
Commissioner Young asked for clarification on the urban boundary comment.
Review of the urban boundary was discussed.
When the county approved the development's preliminary plat they approved a
sewer system and the municipality was to oversee.
The total project cost for the development for 300 lots is approximately $300,000.
Discussion held on the issues with posting the public notice for this hearing and if
needing to hold an additional hearing. A proper notice requires a ten-day notice
and posted in no less than three public places.
At this time, the hearing was recessed.
Agenda continuation:
Citizen Input: Robert Haynes approached the council regarding tax lot 20001 and
concern the property is located in commercial zoning. Discussion held on the
zoning identified in the comprehensive plan. The property owners commented

they were not aware of the property zoned as commercial and expressed upset
feelings of not receiving notice of public hearing. Commissioner Young voiced his
concern on behalf of the citizens. Commissioner Paulsen noted they have the right
to petition to LCDC.
Public Hearing: The public hearing for the Sunrise Village Sanitary District was
reconvened to discuss the proper posting of the notice.
MOTION: Commissioner Paulsen moved to adjourn the Sunrise Village Sanitary
District public hearing until September 5 1979. Commissioner Young supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion carried
OTHER:
Commissioner Paulsen noted a time schedule was presented to the Board for the
Comprehensive Plan.
MOTION: Commissioner Paulsen moved to officially adopt the time schedule on
the adoption of the County Comprehensive Plan and relative ordinances.
Commissioner Young supported.
