A meeting of the Board of County Commissioners was held on August 14, 1979.
Board of Commissioners present were Albert Young, Robert Paulsen, and Clay
Shephard
Chair Shephard called the meeting to order.
AGENDA:
Architectural Committee from the Woodside Ranch:
Mr. Nachand, retired contractor, was present representing Woodside Ranch. The
committee reviews the plans, deeds and restrictions prior to being brought before
the Board for consideration. Chair Shephard inquired if the committee has
approached the Planning Commission regarding this. This is not a planned unit
development. Chair Shephard suggests the committee draft a written proposal for

the Board to review with the Planning Commission. The Planning Director could
draft a staff report regarding the process to follow if receiving considerations from
the Architectural Committee. Commissioner Young requested a written set of
goals from the committee for the Board and Legal Counsel to review.
Update Proposed Septic Tank Approval and Land Trade re2ardin2 Mr.,
Reeves Property:
County engineer has drafted a legal description for the county land adjacent to Mr.
Reeves property and that land is acceptable for septic tank according to DEQ. A
diagram of the property was reviewed. Five septic tank drain fields would be
installed and the property would be granted to Mr. Reeves. Each individual lot
would have its own pumping station. Mr. Reeves would hold the tax burden and
own the land. Five easements would be granted by Mr. Reeves for property lease
agreements.
MOTION: Commissioner Young moved approval of the land trade subject to
review. Commissioner Paulsen second.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
Humane Society:
A change in description by the Road Department created an update to the lease for
the Humane Society which has been agreed upon.
MOTION: Commissioner Young moved approval of the lease. Commissioner
Pauisen Second.

Order Relative to Starwood:
Legal Counsel reviewed the Order. The documents were reviewed by the
Commissioners.
MOTION: Commissioner Paulsen moved to approve and adopt the findings of
fact as approved today in the matter of SP -79-6 Starwood Home Mobile Home
Park. Commissioner Shephard second.
VOTE: YOUNG: No
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
MOTION: Commissioner Young moved to approve his commented findings of
fact. No second motion made, Motion Failed.
MOTION: Commissioner Paulsen moved to approve and adopt the Order
stated in this document and accompanying conclusions of law. Commissioner
Shephard second. Discussion: Commissioner Young noted there is a shortage
of mobile home parks and he also noted there were no opposing comments
made during the public hearing. Discussion held on the need for low income
housing.

At this time, Commissioner Paulsen left the meeting.
Public Notice for Signature:
Daily public meetings require a public notice announcing the meetings.
Discussion held on the frequency of the meetings. Notice would be sent to the
public and media announcing the daily meetings Tuesday through Friday.
MOTION: Commissioner Young moved to adopt the public notice order.
Commissioner Shephard second.
At this time, Commissioner Paulsen was back in attendance.

Refund Reauest:
Request of $35 payable to Robert and June Eshleman with receipt #14477 due
to denial by sanitation due to drain field denial. Refund approved.
Other:
Request from citizen to pave Buckhorn Road. This item needs to go before the
Road Advisory Committee.
MOTION: Commissioner Young moved to direct the Road Advisory
Committee to give the Board a recommendation on paving Buckhorn Road.
