Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; Dave Doyle, County Counsel; Timm Schimke, Solid Waste Department; James Lewis, Properties; and five other citizens. 1. Board Signature of Document No. 2016-607, a Termination and Release of Easement regarding Property Located at the Intersection of Kemple Drive/Campbell Road, within the City of Bend 5. Board Signature of Letters Reappointing Alysha Gilpatrick, Jeff Jeffcott, Doug Kelly and Rick Silbaugh to the Ambulance Service Area Advisory Committee, through June 30, 2019 ACTION ITEMS 6. Before the Board was Consideration of Board Signature of Resolution 2016-054, Establishing Solid Waste Disposal Fee Waivers for the 2016-2017 Fiscal Year. Timm Schimke explained the item, which is done each year, to help with the resale of used goods, which keeps material out of the landfill and also helps the community. Before the Board was Consideration of Board Signature of Document No. 2016-589, a La Pine Land Donation Agreement with Central Oregon Regional Housing Authority (CORHA), aka Housing Works. Minutes of Board of Commissioners' Business Meeting Wednesday, September 14, 2016 Page 2 of 6 James Lewis provided an overview of the item, the amount of land involved and the proposed use. Development is stipulated in the agreement. Housing Works is applying for grants through the LIFT program, and the County agreement requires that the donation of land will be rescinded if the grant is not received. He added that the City of La Pine is supportive of this agreement and the project. Geoff Wall, Finance Director for Housing Works, said this land donation makes the program financially feasible and means they can be competitive in applying for the grant. The grant award should happen in the first part of 2017, with work beginning that summer. Mr. Wall said it would be funded through LIFT dollars and low income housing tax credits. There will be a variety of two- and three-bedroom residences, and the goal is assisting workforce individuals and families. They will also be working with the Oregon Department of Human Services to help some very low-income families. Chair Unger said that this kind of effort is what the County likes to consider. Tom Anderson stated the land is part of the property obtained through a federal action years ago, resulting in the New Neighborhood. Sewer SDC's for this project will go into the fund that was established to assist others in the area with septic replacements and other activities needed to protect the groundwater. Before the Board was a Public Hearing and Consideration of Signature of Order No. 2016-037, Approving the Annexation of Certain Property into Bend Park & Recreation District. Chair Unger opened the public hearing. Dave Doyle said this is part of the development called the "Tree Farm". The developer/owner wishes this property to become a part of the District, and the District wants them to be included. There is 100% agreement on this proposal. Minutes of Board of Commissioners' Business Meeting Wednesday, September 14, 2016 Page 3 of 6 Dale Van Valkenburg of the Tree Farm LLC said this is not a condition of approval, but something they wish to do. Much of the Tree Farm property is already in the District and this would add the portion that isn't. Michelle Healey of Bend Park & Recreation District added that it makes sense to have the entire development within the District. No other testimony was given, so the hearing was closed. Before the Board was a Public Hearing and Consideration of Signature of Order No. 2016-036, Approving the Withdrawal of Certain Property from the Sisters -Camp Sherman Rural Fire Protection District. Chair Unger opened the public hearing. Mr. Doyle said that this has taken a long time due to logistical issues with Jefferson County. The property to be withdrawn belongs to the U.S. Forest Service, and there is not much criteria to consider. Roger Johnson, of the Sisters -Camp Sherman Fire District stated that their board is supportive of this change. When the Fire District was created in 1975, they used a boundary identical to the School District rather than basing it on fire protection needs and capability. It included 190 square miles, much of it wilderness. When the Sisters Fire District merged with the Camp Sherman Fire District, it became one big coverage area. Much of this is uninhabited and wilderness, and will not be served by the District. It makes sense to clarify this ownership and coverage. They will continue with mutual aid efforts, but this area is under the jurisdiction of the USFS. Doug Johnson, the Deputy Fire Staff Officer for the Deschutes National Forest, agreed. The Forest Service will continue its cooperative work, but they have their own programs and equipment to cover the USFS areas. There won't be a loss of funds to the District because federal lands do not pay anything for this coverage anyway. No other testimony was offered, so the hearing was closed. DEBONE: Move approval.
