Board of Commissioners present were Albert Young, Robert Paulsen, and Clay Shephard Commissioner Shephard called the meeting to order. AGENDA: Consideration of Board Signature to the Bend Urban Growth Boundary Zoning Order and Map. Commissioner Shephard noted this relates to a property description submitted by the Planning Department and will supersedes the prior Order that contained a clerical error. Discussion held. Commissioner Shephard read the Order into the record. Page 1 of 6 Transcription of Audio Recording of August 7, 1979 MOTION: Commissioner Paulsen moved to approve the Order. Commissioner Shephard supported. Commissioner Young noted his disapproval with the original Order and will abstain. VOTE: Young: Abstain Paulsen: Yes Shephard: Chair votes yes. Motion Carried Other: Tumalo Creek: As an addition to the agenda was Commissioner Shephard noted Mr. Herman is present at the meeting as he is interested in giving input on the Tumalo Creek subdivision. The subdivision plans were discussed and were noted issues with the stream structure concerning development. The Road Department has created a report on the necessary road structures for the development. Mr. Herman is requesting the County to agree to 25% of the cost of a bridge for the development. Commissioner Paulsen feels the County should not participate in the development. There are 20 homes involved and discussion held on the possibility of homeowner involvement in the financing. Surveys: Discussion held on development surveys. Planning Department Fees: The Loyal Order of Moose in La Pine had requested to have planning department fees waived. Another consideration of fee waiver was discussed regarding a gentleman that had been hospitalized and requested a waiver. Page 2 of 6 Transcription of Audio Recording of August 7, 1979 MOTION: Commissioner Paulsen moved to deny the request of $174 waiver of conditional use fee from the Loyal Order of Moose in La Pine. Commissioner Shephard supported. Commissioner Young voiced his opinion that the fees are too high. VOTE: Young: No Paulsen: Yes Shephard: Chair votes yes. Motion Carried Discussion held on the other instance of fee waiver request made by an individual in the process of moving a mobile home and then was admitted to the hospital and due to a medical emergency asking to waive the fees imposed. Discussion held on the need for a policy to be created by the Planning Department. ORDERS FOR CONSIDERATION: An Order relative to single -wide mobile home trailers. Commissioner Shephard read the Order into the record. MOTION: Commissioner Young moved to approve the Order. Commissioner Paulsen supported. VOTE: Young: Yes Paulsen: Yes Shephard: Chair votes yes. Motion Carried An Order relative to County road service appointing a Board of Road Reviewers. Commissioner Shephard read the Order into the record. VOTE: Young: Yes Paulsen: Yes Shephard: Chair votes yes. Motion Carried An Order relative to County road service directing responsibilities of the appointed Board of Road Reviewers. Commissioner Shephard read the Order into the record. MOTION: Commissioner Paulsen moved to approve the Order. Commissioner Young supported. VOTE: Young: Yes Paulsen: Yes Shephard: Chair votes yes. Motion Carried REFUND REQUESTS: Commissioner Paulsen noted Receipt #13908 to B & F Tires due to incorrect fee charge of $21.84 OTHER: Commissioner Paulsen noted a letter received from Dorothy Kale requesting waiver of the $50,000 payment required for the Reed School property land exchange or deferral for one year. Commissioner Paulsen suggested Commissioner Young communicate to the parties involved. Commissioner Shephard announced there will be a meeting at 3:00 p.m. this afternoon regarding the Noise Ordinance with members of DEQ, Sheriff's Office, Cities of Bend, Redmond, and Sisters. OTHER: County Counsel brought forward a concern and discussion on Remington Arms developer's controversy with the City of Redmond. Stipulation and motion for dismissal for action before the LCDC. The City of Redmond is expected to sign the stipulation. MOTION: Commissioner Young moved to authorize County Counsel be instructed to proceed with the stipulation dismissal for Remington Arms. Commissioner Paulsen supported. VOTE: Young: Yes Paulsen: Yes Shephard: Chair votes yes. Motion Carried OTHER: Request made for secretarial support by County Counsel and continue Ms. Nordvill through August. MOTION: Commissioner Shephard moved approval. Commissioner Paulsen supported.
