Dated as: August 9, 1979
A meeting of the Board of County Commissioners was held on August 9, 1979.
Board of Commissioners present were Albert Young, Robert Paulsen, and Clay
Shephard
Chair Shephard called the meeting to order.
AGENDA:
Boyd Center Mall:
Ralph DeMarco has concerns of overhead wires being placed on their property side
of the street. The history of the property was reviewed along with improvements
and water and sewer connections. Also relayed was the Boyd's issues related to
their historical site property. Discussion held on locations of power poles and trees
on and near the property.

Chair Shephard reviewed the concerns that would also create issue with parking
and the lines would be very evident. If the power lines were on the opposite side
of the street it would pose a problem to the historical site. Discussion held on the
site plan. Commissioner Paulsen suggests an approval of the site plan.
MOTION: Commissioner Young made motion to approve the conditional site plan
with the stipulation the plans with the trees be followed. Commissioner Paulsen
supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried.
Resolution:
Before the Board was a resolution to set a public hearing on September 15, 1979 to
consider annexation to Rural Fire Protection District No. 2. Chair Shephard read
the resolution into the record.
MOTION: Commissioner Paulsen made motion to approve the Resolution.
Commissioner Young supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried.
Refund Request:
Before the Board was an Order for consideration for Pacific Power and Light
Company request for refund due to reduced assessed value refund $195,423.02.
Chair Shephard read the Order into the record. Commissioner Young expressed
his opinion on the process of assessments.

MOTION: Commissioner Paulsen made motion to approve the Order.

OTHER:
Discussion held regarding roofing at the County Road Department. The
building is currently uninhabitable due to a leaky roof. There will be several
county offices moving into the building. Quotes were requested on the cost of
the roof. There is funding in the budget for the roofing expense.
Commissioners suggest a review of fair market rental prices be made.
MOTION: Commissioner Paulsen made motion to approve the roof repair of the
Road Department building. Commissioner Young supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried.
Request for Site Plan Review:
Chair Shephard received a letter from a representative of a manufactured
homes business and their search for property. The business noted they have
45 days to have a site plan in place and requests this be brought before the
Planning Commission in order to meet the deadline. The Planning
Commission schedules are filled and the only way to meet their request would
be for the Board to direct this consideration of the Planning Commission. This
would definitely cause other properties to be bumped off of the schedule.

Commissioner Paulsen suggested the planning director contact all applicants
already scheduled and ask if they would mind being rescheduled.
Commissioner Young will contact the planning director.
OTHER:
Old beds from the old jail are in need of repair. The cost of repairing the beds
will cost more than purchasing new beds. To rebuild would be $225 each and
new would be $195. Proposal would be to purchase new beds and take the
old beds in for scrap metal. Suggestion made to place an advertisement or to
put on public auction.
There being no further business, the meeting was recessed until later in the
day to reconvene for executive session regarding a personnel issue.
