A meeting of the Board of County Commissioners was held on August 3, 1979.
Board of Commissioners present were Albert Young, Robert Paulsen, and Clay
Shephard
Commissioner Shephard called the meeting to order.
AGENDA:
Violations of Landscaping:
A representative of the Planning Commission reported to the Board there are site
plans that are not in compliance. One instance is Site Plan 78-18 in Deschutes
Junction. Requirements of the site plan are not being completed according to the
conditions and agreement. The site plan was approved April 13, 1978. The
owners of the property claim they are not completing requirements due to issues
with the highway department. %'nmmissinner Shephard noted if the agreement has

not been complied with then there must be a solution. The property in question is
an antique store. If the terms of the agreement are not under compliance an
Ordinance may be approved to allow for 30 days to complete the requirements and
if not completed the property can go out for bid.
MOTION: Commissioner Shephard moved to approve the process of the 30 -day
notice to the property owners and to include the estimated cost of fulfilling the
requirements in the amount of $6,000.00. Commissioner Paulsen supported.
VOTE: YOUNG: No
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
MOTION: Commissioner Young made motion to review the site plan. A motion
of support was not received. Motion Failed
The other instance of review was for Site plan 76-71 where site plan compliance
has not been met since 1976. The property owner claims the issue is due to lack of
available water at the site. The property was recently supplied water within the
past two weeks.
MOTION: Commissioner Young moved approval of allowing the property owner
an extension to October 1, 1979 for compliance of requirements. Commissioner
Shephard supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHFPHARD: Chair votes yes. Motion Carried

Skyliners Road Bridge concern:
Citizen concern was brought before the Board regarding hazardous conditions
traveling the bridge. Commissioner Paulsen noted the bridge is a private
bridge on a private road. Discussion held on private verses public road
maintenance.
MOTION: Commissioner Paulsen made motion to approve the County to post
signs notifying hazards traveling the bridge.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
Commissioner Young commented this issue should be addressed again in the near
future after the Road department reviews the condition of the road. Commissioner
Paulsen disagreed. Commissioner Shephard agrees with the road condition review.
Bend Urban Growth Zoning Map Order:
Commissioner Shephard noted this Order is relative to a piece of property
that had been designated an incorrect zone due to a clerical error.
Commissioner Shephard read the Order into the record.
MOTION: Commissioner Shephard moved to approve the Order. A supporting
motion was not received. Motion Failed.

Order:
Commissioner Shephard noted this Order is relative to a request to transfer
funds for payroll. Commissioner Shephard read the Order into the record.
MOTION: Commissioner Paulsen moved approval of the Order subject to
confirming the effective date. Commissioner Young supported.
VOTE: YOUNG: Yes
PAULSEN: Yes

Order:
Commissioner Shephard read into the record an Order relative to the RH
Zoning and the property description on southwest corner of section 26,
township 17, range 12E.
MOTION: Commissioner Paulsen moved to approve the Order. Commissioner
Shephard supported.
VOTE: YOUNG: Abstain
PAULSEN: Yes
SHEPI IARD: Chair votes yes. Motion Carried
Plats:
• MP 79-86 for Earl Johnson, 10 -acre parcel.
MOTION: Commissioner Young moved to approve Plat No. 79-86.
Commissioner Shephard supported.
VOTE: YOUNG: Yes

MOTION: Commissioner Paulsen moved to approve Plat No. 79-98.

SHEPHARD: Chair votes yes. Motion Carried
Request for Refund for $25 permit already paid. Commissioner Paulsen
approved refund.
There being no further discussion, Commissioner Shephard adjourned the meeting.
