A meeting of the Board of County Commissioners was held on August 1, 1979.
Board of Commissioners present were Albert Young, Robert Paulsen, and Clay
Shephard
AGENDA:
Bid Openings:
Bid opening with front end loader. The bid amounts received were read into the
record in the amounts of $119,304.00, $87,460.00, $81,775.00, $61,595.00,
$63,595.00. The low bidder is Schetky.
Bid opening on cab and chassis. The bid amounts received were read into the
record in the amounts of $8,076 for a 1980 GMC, $7,482.57 for a 1979 GMC,
$7,554.10 for a 1980 Ford. Bids will be examined.

Commissioner Shephard announced he had a bid protest from Bend Industrial
Supply on the front end loader specifications and read into the record.
Hearin2:
The final hearing on the annexation of Rural Fire Protection District #2 was held.
Commissioner Shephard read the Order into the record and opened the hearing.
No opposition was heard. The hearing was closed.
MOTION: Commissioner Paulsen moved to approve the Order of annexation.
Commissioner Young supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
Order:
Order relating to vacation of plats Manchester Addition. Commissioner Shephard
read the Order into the record. No comments were made.
MOTION: Commissioner Young moved to approve the Order of vacation.
Commissioner Paulsen supported.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
Order:
Order relating to protection of records in the Building epartment. Commissioner
Shephard read the Order into the record.

MOTION: Commissioner Paulsen moved to approve the Order of vacation.
Commissioner Young supported. Discussion: Commissioner Shephard feels this
order is too restrictive.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes no. Motion Carried
Commissioner Paulsen reported his request on information from the recent
Economic Study. A steering committee has been formed. This will bring together
groups that are interested in economic studies in Central Oregon. Commissioner
Paulsen will submit a letter to the Commissioners explaining the study. Survey is
to come out on August 10, 1979. Once the survey is mailed the information will
be tracked and follow-up will be done on approximately 5,000 surveys.
Commissioner Paulsen asked Commissioners Young and Shephard for their
support of this survey.
MOTION: Commissioner Shephard moved to sponsor the economic study.
Commissioner Paulsen supported. Discussion: Commissioner Young inquired if a
sponsorship would require monetary commitments.
VOTE: YOUNG: Yes
PAULSEN: Yes
SHEPHARD: Chair votes yes. Motion Carried
MOTION: Commissioner Young moved to appoint Commissioner Shephard as
the chair of the economic study steering committee. Due to lack of support, the
motion failed.
MOTION: Commissioner Shephard moved to appoint Commissioner Paulsen as
the chair of the economic study steering committee. Commissioner Young
supported

There being no further discussion, Commissioner Shephard moved to adjourn the
meeting.
