WEDNESDAY, NOVEMBER 9, 2016
Commissioners' Hearing Room - Administration Building -1300 NW Wall St., Bend
Present were Commissioners Alan Unger, Tammy Baney and Anthony DeBone.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; David Doyle, County Counsel; and Nick Lelack, Peter
Gutowsky and Matt Martin, Community Development. No other citizens or
representatives of the media were in attendance.

Matt Martin provided a brief overview of the Ordinances. A hearing has been
held and it is time for deliberations.
Commissioner Baney feels this process has been very thorough. Commissioner
DeBone said they are three diverse issues but have been addressed well.

Chair Unger conducted the first reading of the Ordinances. Consideration of
second reading and consideration of adoption will take place at the business
meeting of November 28, 2016.
7. Consideration of Deliberations and First and Second Readings by Title Only,
and Adoption by Emergency, of Ordinance No. 2016-026, Modifying the
Definition of "Lot of Record."
Mr. Martin gave a brief explanation of the Ordinance. Two letters were
submitted for the record and one suggested a change to the Ordinances,
which County Counsel feels does clarify some of the language but does not
change the substance of the Ordinance. David Doyle recommended that this
new language be used. The new wording would have to be read into the
record for it to be adopted by emergency.
Commissioner Baney said she likes the proposed change and would like to
proceed today. Commissioner DeBone is also supportive, as this language is
already in Code but also needs to be in a different Title. He knows that as it is
now, it can impact citizens unintentionally but negatively.
Chair Unger read the original language and the new wording, which refers to ORS.

Vouchers for the 9-1-1 County Service District in the Amount of $301.07.

$2,324.71.

Mr. Anderson said one Targe payment was for major fire fuel reductions grants
in the Sunriver area.

ADDITIONS TO THE AGENDA
Commissioner Baney noted that today is bittersweet for her, with Chair Unger's
birthday, but also his loss of the reelection.
ADJOURN
Being no further items addressed, the meeting was adjourned at 10:25 a.m., at
which time the Board went into executive session under ORS 192.660(2)(e), real
property negotiations.
OTHER ITEMS
At 10:45, after executive session, the Board moved approval of real estate
negotiations as discussed with James Lewis.
The Board also discussed Board appointments and affiliations that are currently
handled by Commissioner Unger, but will require a different Commissioner to be
appointed or become involved with them in 2017. No decisions were made in this
regard at this time.
