Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and Nick Lelack, Peter Gutowsky and Matt Martin, Community Development. No other citizens or representatives of the media were in attendance. CALL TO ORDER Chair Under called the meeting to order at 10:02 a.m. PLEDGE OF ALLEGIANCE CITIZEN INPUT None was offered. Consideration of Board Signature of Document 2016-697, the Grant of an Access Easement to the City of Bend 2. Consideration of Board Signature of Order No. 2016-044, Allowing the Buyout of Small District Taxes to Taxing Districts 3. Board Signature of Document 2016-694, a Lease for Office Space with Genoa Healthcare, to Provide Client Behavioral Health Services 4. Board Signature of a Letter Accepting the Resignation of Diane McCoy from the Deschutes County Behavioral Health Advisory Board, and Thanking her for her Service 5. Approval of Minutes: Work Session and Business Meeting of October 31, 2016 ACTION ITEMS 6. Consideration of Deliberations and First Reading, by Title Only, of Ordinance Nos. 2016-005 and 2016-006. • Define Agricultural Buildings & Equine Facilities • Special Setback for Haner Park • Acknowledge Existing Opportunity for Non -Resource Plan Amendments Matt Martin provided a brief overview of the Ordinances. A hearing has been held and it is time for deliberations. Commissioner Baney feels this process has been very thorough. Commissioner DeBone said they are three diverse issues but have been addressed well. DEBONE: Move first reading of Ordinance No. 2016-005 and 2016-006. BANEY: Second. Chair Unger conducted the first reading of the Ordinances. Consideration of second reading and consideration of adoption will take place at the business meeting of November 28, 2016. 7. Consideration of Deliberations and First and Second Readings by Title Only, and Adoption by Emergency, of Ordinance No. 2016-026, Modifying the Definition of "Lot of Record." Mr. Martin gave a brief explanation of the Ordinance. Two letters were submitted for the record and one suggested a change to the Ordinances, which County Counsel feels does clarify some of the language but does not change the substance of the Ordinance. David Doyle recommended that this new language be used. The new wording would have to be read into the record for it to be adopted by emergency. Commissioner Baney said she likes the proposed change and would like to proceed today. Commissioner DeBone is also supportive, as this language is already in Code but also needs to be in a different Title. He knows that as it is now, it can impact citizens unintentionally but negatively. Chair Unger read the original language and the new wording, which refers to ORS. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the 9-1-1 County Service District in the Amount of $301.07. BANEY: Move approval, subject to review. DEBONE: Second. VOTE: BAN EY: Yes. DEBONE: Yes. UNGER: Chair votes yes. CONVENED AS THE GOVERNING BODY OF THE EXTENSION/4-H COUNTY SERVICE DISTRICT 9. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the Extension/4-H County Service District in the Amount of $2,324.71. BANEY: Move approval, subject to review. DEBONE: Second. VOTE: BANEY: Yes. DEBONE: Yes. UNGER: Chair votes yes. RECONVENED AS THE DESCHUTES COUNTY BOARD OF COMMISSIONERS 10. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for Deschutes County in the Amount of $1,020,552.53. ADJOURN Being no further items addressed, the meeting was adjourned at 10:25 a.m., at which time the Board went into executive session under ORS 192.660(2)(e), real property negotiations. OTHER ITEMS At 10:45, after executive session, the Board moved approval of real estate negotiations as discussed with James Lewis. The Board also discussed Board appointments and affiliations that are currently handled by Commissioner Unger, but will require a different Commissioner to be appointed or become involved with them in 2017.
