BOARD OF COMMISSIONERS
September 17, 1979 - Meeting with Brad Fancher to decide about property
Chairman Shepard opened the meeting with Brad Fancher to order at 1:35 p.m.
Commissioner Young mentioned the fact that he had made a motion at the last
meeting which had been tabled --the motion being the County should return Mr.
Fancher's land to him straight across.
Mr. Fancher had given the land to the County with the understanding that the
road that it bordered would be straightened by the road department to make for
safer driving and visibility coming out of the driveway onto the road.
Discussion followed between those present: Mr. Brad Fancher, Mr. Gary DeBernardi,
Mr. Gharles Plummer, Mr. Tom Gilnor, Commissioner Paulson, Commissioner Young
and Chairman Shepard. The proposed sidewalk could be built south of the Fancher
property and go along on an even keel; if it were built on the Fancher property,
it would slope upwards on a grade.
Mr. Fancher does not feel that the land was used the way it was supposed to be
when he deeded it to the County; when asked by Commissioner Paulson if he preferred
that the sidewalk went closer to the school grounds or onto his property, Mr.
Fancher said that he really did not have any preference; only that he wanted the
road as safe as possible. That was his intent in the first place.
Chairman Shepard asked Mr. Fancher if he had any correspondence regarding this
matter. Mr. Fancher did and let the Board review everything he had with him.
After further discussion it was decided that the county matter be taken up first
and then the matter of what the city wants. Chairman Shepard said he did not
like to see two different acting bodies of the government acting against one
another. Chairman Shepard brought up the fact that the County and the City
were trying to jointly put the road through since one or the other did not have
the money to put it together. Mr. Fancher feels that the county has been
delinquent in using his gift; so he wants it back since it was stated in his
letter that the road was to be straightened within the year which would of been
1976.
A meeting was set for Friday, September 21, 1979 so that Mr. Fancher and
Mr. DeBernardi could discuss the matter more fully between themselves.
There being no further business, the meeting was adjourned.
