A meeting of the Board of County Commissioners was held on February 25, 1981.
Board of Commissioners present were Albert Young, Robert Paulsen, and Clay
Shephard
Chair Paulsen called the meeting to order.
AGENDA:
1. Amendments to the Agenda
MOTION: Commissioner Shephard moved to approve the amended agenda.
Commissioner Young supported.
VOTE: SHEPHARD: Yes

PAULSEN: Chair votes yes. Motion carried.

2. Bond Resolution for Destination Resort:
Consideration brought before the Board for a development of a destination
resort in the Sisters area. A motel, restaurant, and convention center is
planned for property west of Sisters. Approximately $5 million dollars is
requested through bonds. The property has not been purchased as of this
date. The City of Sisters has offered an endorsement. Discussion held on
tourism in Deschutes County.
MOTION: Commissioner Shephard moved to approve the requested
industrial development revenue bonds. Commissioner Young supported.
VOTE: SHEPHARD: Yes
YOUNG: Yes
PAULSEN: Chair moves yes. Motion carried.
3. Family Cancer Plan Insurance Company Presentation:
Request made by the company for the Board to grant permission for them to
present to the departments regarding this program. This program would be
available to employees by a payroll deduction. Suggestion to present the
idea through the County Administrator office.
4. Discussion on Court House Open House:
Discussion held on scheduling an open house for the Court House.
Commissioner Paulsen noted the Board needs to grant permission in order
for this to proceed. Things to include with the open house would be an art

display from community artists and introductions for the citizen advisory
team. No opposition was voiced. Commissioner Paulsen will proceed.
5. Presentation by the City of Bend regarding Sewer Boundary:
The City of Bend had requested a phase 2 sewer boundary and there was
question on clarification of the City's request of the County. Request is for
the City, County, and DEQ to foster the sewer system within the boundary.
Discussion held on zoning and the urban growth boundary. The
Commissioners will review the map outline. Direction made for County
Counsel to schedule a joint hearing with the urban area planning
commission.
6. Discussion regarding Waiver of Appeal:
Mr. Reed is the applicant and requests a 30 -day appeal period for a
temporary building permit. Before the Board was consideration of signature
to an Order to authorize a temporary building permit.
MOTION: Commissioner Young moved adoption. Commissioner
Shephard supported.

7. Proposals from Bond Counsels:
County Counsel presented a recommendation for the Boards consideration to
select the firm of Regan Roberts and Scanlon.
MOTION: Commissioner Young moved approval. Commissioner
Shephard supported.
VOTE: SHEPHARD: Yes
YOUNG: Yes
PAULSEN: Chair votes yes. Motion carried
8. Public Concerns:
Received petitions on a number of local improvement districts. There are
concerns on the validity of the signatures. The petition is required to have
60% of the resident signatures.
9. Order Providing Temporary Use of Mobile Home for Gene Patterson.
Commissioner Paulsen read the order into the record. Discussion held on
waiving fees.
MOTION: Commissioner Young moved to adopt the order. Further
discussion held on needing clarification on which fees are waived.
No further action on this item.

10.Before the Board for Consideration were the following: Ordinance No.
81-010 and 81-011 and 81-012 and 81-013. The ordinances were relating
to zoning changes to from EFU land to Multiple Use Agricultural.
Discussion held on emergency clauses and if the Ordinances qualify.
MOTION: Commissioner Shephard moved to adopt the Ordinances by title
only. Commissioner Young supported. Chair Paulsen read the ordinances
into the record.
VOTE: SHEPARD: Yes
YOUNG: Yes
PAULSEN: Chair votes yes. Motion carried.
The prior mentioned Ordinances 81-010, 81-011, 82-012, and 81-013were
then read into the record by Chair Paulsen by second reading.
MOTION: Commissioner Shephard moved to adopt all four of the
Ordinances. Commissioner Young supported.
VOTE: SHEPARD: Yes
YOUNG: Yes
PAULSEN: Chair votes yes. Motion carried.
11.Agreement with Deschutes County and Hospice:
MOTION: Commissioner Young moved approval of the Hospice
agreement. Commissioner Shephard supported.
VOTE: YOUNG: Yes

12. OTHER:
• Commissioner Paulsen reported a meeting will be held in La Pine
with the Criminal Defenders Association and six Counties to discuss a
fee schedule for payment for attorneys. The attorneys are currently
being paid $35 per hour and the attorneys are requesting $45 per hour.
• Insurance Discussion: Discussion held on the Counties insurance plan
for worker's compensation and claims. Discussion held on the
shooting range and liabilities.
• County Land Request: Commissioner Shephard reported there is a
piece of tax foreclosed land off of Division Street and 1St Street. A
request was made for an easement or purchase of the land. Further
information on the property will be requested.
