Dated as: March 31, 1981
A meeting of the Board of County Commissioners was held on March 31, 1981.
Board of Commissioners present were Albert Young, Robert Paulsen, and Clay
Shephard
Chair Paulsen called the meeting to order.
AGENDA:
Items were reviewed with the revenue sharing budget. One item noted was to
potentially place the Search and Rescue under a special budget that would require a
levy. The budget for search and rescue was requested at $11,000. Discussion held
on building remodeling projects.
MOTION: Commissioner Shepard moved to reduce the building remodeling by
$27,000 and to delete Search and Rescue from the revenue sharing budget and
place into the Sheriff's Office budget. Commissioner Young supported.

Other county contributions: two items need to be added.
One request made by Soil and Water Conservation District for a $1,000
contribution to be reinstated.
MOTION: Commissioner Shephard moved approval of the reinstatement of the
$1,000 contribution to the Soil and Water Conservation District. Commissioner
Young supported.
VOTE: YOUNG: Yes
SHEPHARD: Yes
PAULSEN: Chair votes no. Motion carried
The second request made was by the Keep Oregon Green organization. Not
enough information was provided for this request.
MOTION: Commissioner Paulsen moved to deny the request. Commissioner
Young supported.

PAULSEN: Chair votes no. Motion failed

MOTION: Commissioner Paulsen moved to include $200 under other county
contributions to support Keep Oregon Green. Commissioner Shephard supported.

PAULSEN: Chair votes yes. Motion carried
Another request was made by United Senior Services of Bend in the amount of
$24,000. Funds would be used toward mortgage reduction on the senior center.
MOTION: Commissioner Shephard moved to approve a tentative amount of
$6,000 for United Senior Services increasing their single line item to $30,695.00.
Commissioner Paulsen supported.
VOTE: YOUNG: No
SHEPHARD: Yes
PAULSEN: Chair votes yes. Motion carried
The Planning Department reported on the need for two zoning enforcement
officers and a zoning specialist. Members of the Planning Commission were in
attendance to support the request. The state is mandating land use planning and
they are requested to fulfill that obligation.
MOTION: Commissioner Paulsen moved to tentatively approve the Planning
Department budget as presented. Commissioner Shepard supported.
VOTE: YOUNG: No

Discussion held on the salaries of the County Commissioners, Sheriff, and
Assessor. The Commissioner base pay should be in accordance with the other
elected officials of Sheriff and Assessor.
Discussion held on a 1 0% increase cost of living increase for all County
employees.
Discussion held on the District Attorney's salary.
There being no further discussions, the meeting was adjourned.
