Board of Commissioners present were Albert Young, *Robert Paulsen, and Clay Shephard Chair Paulsen called the meeting to order. AGENDA: 1. Additions to the Agenda: Chair Paulsen noted the additions to the agenda. MOTION: Commissioner Shephard moved approval of the agenda. Commissioner Young supported. VOTE: YOUNG Yes SHEPHARD Yes PAULSEN: Chair votes yes. Motion carried Page 1 of 5 Transcription of Audio Recording of March 31, 1981 2. PUBLIC HEARING Regarding Amending PL -15 — Section 5.250 Commissioner Paulsen read Ordinance 81-015 into the record. A recent LUBA recommendation caused the amendment relative to existing policies on set -backs. 3. Permit Discussion: Discussion held on setting new processes for plans and permits for surface mining. Discussion held on state regulations. Deschutes County would like to take over enforcement of surface mining reclamation. MOTION: Commissioner Shepard made motion to proceed with the process change. Commissioner Young supported. VOTE: YOUNG: Yes SHEPHARD: Yes PAULSEN: Chair votes yes. Motion carried 4. Expenditure Discussion: Commissioner Shephard noted there was a question to participate in the Keep Oregon Green Association to protect the economy of the County. Suggestion to place this item in the budget discussions. MOTION: Commissioner Paulsen moved to budget $200 under Other County Contributions to Keep Oregon Green Association. Discussion regarding Selection of Financial Consultants: Before the Board was consideration of the selection of Foster and Marshall Incorporated as financial consultants for Deschutes County. MOTION: Commissioner Paulsen moved the Board appoint Foster and Marshall Incorporated as financial consultants for the purposes of preparations of bond sales. Commissioner Shepard supported. VOTE: YOUNG: Yes SHEPHARD: Yes PAULSEN: Chair votes yes. Motion carried. 6. Public Concerns: None were heard. 7. Discussion on Student Government Day: Commissioner Paulsen noted a letter was received from Bend Senior High regarding government day. Discussion held on the best day for this event. Commissioner Shephard supported. VOTE: YOUNG: Yes SHEPHARD: Yes PAULSEN: Chair votes yes. Motion carried. 8. Public Safety Week: A proclamation from the Governor's Office was signed in Springfield and posters are being displayed in Bend. The public perception of building permits has prompted this safety week to educate the public that building codes are designed for their personal safety. MOTION: Commissioner Young moved to proclaim April 5 —11 as Deschutes County Safety Week. Commissioner Shephard supported. VOTE: YOUNG: Yes SHEPHARD: Yes PAULSEN: Chair votes yes. Motion carried. Public Advisory Team: A report made that the committee has met twice to discuss the County's financial status. The committee unanimously adopted the position to recommend the County reduce expenditures to live within anticipated revenues.
