Deschutes County Clerk Certificate Page BOARD OF COUNTY COMMISSIONERS September 24, 1979 - Meeting regarding Bend Airport Chairman SHepard opened the meeting at 10:07 a.m. with all three Commissioners present. The main topic of this meeting was in relation to the Bend Airport conditional use and adoption of the findings of fact. Commissioner Paulson moved to approve the conditional use based on the findings submitted by staff on CU79-27 and on the findings of September 20, 1979 by Ron Marceau, City Attorney. Chairman Shepard seconded the motion. There was a little discussion. Commissioner Paulson wanted the audience to know that the Board had taken action to initiate a public hearing regarding the land use element of the Bend Airport Master Plan at which time all considerations previously discussed will be further discussed. Commissioner Young stated that his statements of a previous meeting still held; his comments were that the Bend airport would be small and kept only for small aircraft; Redmond would be the big commercial airport. Mr. Badger asked: Is one of the findings of fact for the conditional use comply with the Bend Master Plan? Commissioner Paulson answered no. Commissioner Paulson said that the findings of fact would be typed up at a later date and signed by the Board of Commissioners. Another question --Would the airport property owners have appeal rights? Chairman Shepard answered yes. Ron Marceau stated that his findings contain the statement that the hangars are located in an area within that area designated by the Master Plan; Com- missioner Paulson stated that the Master Plan had not yet been adopted. Ms. Waterman asked Chairman Shepard if he would read the findings of fact. He complied. These findings are from the staff and from Ron Marceau. The vote on the motion was: Commissioner Paulson --aye. Commissioner Young --no. Chairman Shepard --aye. Motion carried. Commissioner Paulson said that a date for the public hearing on the had not yet been set, but that when it had those who wished to be notified \master plan would be.
