John Anderson, Plg. Bill Monroe, Plg. Rep. Tom Throop Bob Johnnie Bob Lovlien Clark Walworth - The Bulletin Charlie Plummer Max Mills Plus numerous other concerned citizens. Commissioner Young made a statement concerning his stance on this issue. He stated that since he did vote for the plan and that he did not recognize the plan as having been legally adopted and therefore would abstain from any motions made. Chairman Shepard stated that it had come to the Board's attention that there were some concerns on the part of the surface miners concerning the plan. Chairman Shepard then turned the meeting over to Tom Throop. Representative Throop said there were some ordinances in the plan which the surface miners were not able to operate under. Rep. Throop said that the most burdensome issue to them is having to have their operations within a conditional use setting. Mr. Bob Coates then spoke as chairman of the surface miners group. He stated that the miners had 4 or 5 problems that they would like to express. Rep. Throop said that he would like to lay out the specific problems so that they would be easier to deal with. The first concern was that of the miners being in a conditional use setting. The second concern was some question if you're in an undeveloped SM and you want to move that site to a developed SM, that requires a public hearing. Thirdly, if a SM zone is contiguous to a SMR zone, the SMR zone would be changed to SM. It was decided after discussion, that time was needed for everyone to review the literature which was handed out before the meeting. The miners were to get back to the Board with their review work on Thursday, Dec. 6, 1979, there was to be a meeting held Friday, December 7, 1979 at 2:30 p.m. at which time materials would be exchanged. Then the surface miners would bring one document before the Planning Commission on January 2, 1980. Commissioner Paulson said a motion should be made in order to publish a notice for the Planning Commission. MOTION: COMMISSIONER PAULSON moved that the Board publish a notice of public hearing to consider amendment of the Deschutes County Year 2000 Comprehensive Plan in reference to the surface mining section and to the Deschutes County Zoning Ordinance PL -15 also surface mining section 4.100 CHAIRMAN SHEPARD: Second. VOTE: COMMISSIONER PAULSON: Aye. CHAIRMAN SHEPARD: Aye. COMMISSIONER YOUNG: Abstain. BOARD OF COUNTY COMMISSIONERS As a point of discussion, Mr. Dvorak pointed out that some of the Urban Growth Boundary ordinances might have to be changed.
