Smokejumper Visitor Center Update Redmond Air Center (RAC) Manager Maurice Evans and Bill Selby, smokejumper program manager, introduced the concept of creating a Smokejumper Visitor Center at Redmond Air Center. Mr. Evans said the Redmond Smokejumper Loft currently gets about 5,000 visitors per year with little advertising and using only seasonal staff who are frequently away during fire season. The smokejumper display at the airport terminal has gotten rave reviews. Staff recently began talking in -house and with local officials about creating a Smokejumper Visitor Center. The proposal is in its infancy and may or may not come to fruition. Mr. Selby described the facility and programs at the Smokejumper Visitor Center in Missoula, Montana. The 1,600- square -foot center was built decades ago to accommodate four to five thousand visitors per year. In 2014 the Smokejumper Visitor Center attracted 29,898 visitors. He mentioned the success of visitor centers in south Deschutes County, such as the High Desert Museum and the new Cascade Lakes Visitor Center. Advantages include available public land; close to Redmond, Highways 97 and 126, and the Deschutes County Expo Center. RAC has resources of interest to public that would allow the United States Forest Service to showcase premier firefighting resources. Redmond is known for being RV friendly. The Deschutes and Ochoco national forests are two of strongest USFS programs in country, with a large contingent of current and former smokejumper living in the area. Deschutes County Administrator Tom Anderson said such a center would be another way to attract visitors to the area, who might decide to move their businesses or invest in Central Oregon. Councilors and Commissioners were supportive. Page 2 of 3 B. Sports Complex Update City Manager Keith Witcosky and Mr. Anderson provided an update on a potential regional sports complex that could be constructed at the Deschutes County Fairgrounds. Phase 1 of the feasibility study was completed in late August. The results warranted more in -depth analysis. Results of Phase II of the study are due in October. The report will include costs of land /site development; assessment of what a lower cost facility would provide; a more detailed analysis of revenue and costs; the ability of fairgrounds infrastructure to accommodate needs; a better understanding of the role of the complex in relation to Bend Pine Nursery and other facilities being envisioned; and opportunities for development of facilities such as hotels. Following receipt of the Phase II report, stakeholder teams will review the findings and make presentations to local governing bodies. CITY ITEMS A. Evergreen Elementary Rehabilitation Update Deputy Director of Central Services Jason Neff updated the Council and Commission on the status of construction at Evergreen Elementary/new city hall. Of the total budget of $12.0 million, about $7.5 million has been spent. Approximately $267,000 remains in contingency. The roof is complete, the elevator installed, Ninth Street improvements done, and windows refurbished and installed. Patching, repair, drywall and ceiling grid work continue; painting has also started. The focus is moving to some of the historic components of the renovation, such as labelling rooms with their historic uses. Sodding, paving the parking lot, painting, furniture selection, and build -out of the lease space are scheduled for October. November will see installation of audio visual equipment, finishes, flooring, and the punch -list. Work is to be completed by February 10, 2017, followed by - move in. Festivities will include a ribbon cutting.- - -- - -- B. Affordable Housing Update Planning Manager Deborah McMahon gave a brief update on Redmond's affordable housing situation and city efforts to encourage greater housing variety. Ms. McMahon presented statistics that show Redmond developers are producing lots of homes in the $200,000 to $299,000 range, but not enough on either the higher or lower end. In addition most people are priced out of rental housing. She said the goal is to reduce barriers in zoning to attract developers. Currently most development is occurring on Redmond's west side. Approximately eight master plans are in progress. Each must address Great Neighborhoods principles and include a range of housing types. She gave examples of recent master plans that include a mix of apartments, large - and small -lot single family homes and cottages. COUNTY ITEMS A. DSL Update Deschutes County Property Manager James Lewis gave an update on the status of the county's land trade with the Department of State Lands to acquire land for expansion of the fairgrounds. Appraisals have been completed and the land use process has begun. The Division of State Lands (DSL) has contracted with Angelo Planning Group to complete the required land use steps, including zoning and annexation. Page 3 of 3 Mr. Lewis distributed a conceptual master plan map of the area showing approximately 20 acres each for expansion of a motorsports area and 4 -H activities and buildings; 90 -95 acres for a regional sports complex and 7 -10 acres for expansion of the RV park. The land use process should be complete in four to six months, at which time it will be presented to the City and County for approval. The formal exchange of property will occur once the land use process is complete. B. Mariivana Update Deschutes County Community Development Director Nick Lelack gave a quick overview of Deschutes County's marijuana regulations that took effect a couple of weeks ago. He distributed a county zoning map, a matrix of marijuana - related businesses allowed in each zone, and brochures with more detailed information on requirements for retail operations, processing facilities, production and grow sites. So far the county has received only four applications. Growing is allowed only in areas zoned Exclusive Farm Use and only inside buildings. Marijuana businesses are not allowed within Redmond's urban reserve area. Commissioners said they will be reviewing the regulations frequently and making changes as needed. C. Deschutes County Fair Update In the absence of Fair and Expo Center Director Dan Despotopulos, Mr. Anderson said the 2016 Deschutes County Fair was extremely successful. Attendance topped 280,000, making it the biggest fair in the state, county or state, and more than twice as large as the number two fair. The Trace Adkins concert set a record with more than 11,000 people in attendance, plus that night's rodeo drew more than 6,500. The new carnival operators sold 5,700 advance tickets to the rides and games. Along with record attendance, the fair also saw a record low number of complaints. Mr. Anderson conveyed Mr. Despotopulos' thanks to the Redmond Police Department for a job well done. Several councilors commented on the improved demeanor of this year's carnival workers. Mr. Witcosky commented that Mr. Despotopulos has been a great help and partner in numerous recent projects.
