MINUTES OF WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, DECEMBER 19, 2016
Present were Commissioners Alan Unger, Tammy Baney and Anthony DeBone.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; and Dave Doyle, County Counsel. Attending for a portion of
the meeting were Whitney Hale, Public Information Officer; James Lewis, Property
& Facilities; and one other citizen.
Chair Unger opened the meeting at 1:30 p.m.
CALL TO ORDER
ACTION ITEMS
1. Review of 2016 Centennial Events & Programming - Kelly Cannon -Miller,
Deschutes Historical Museum.
Kelly Cannon -Miller provided a review of the Centennial events this year,
culminating in the County's birthday party last week. She referred to a
handout, a copy of which is attached.

She asked if the funds remaining from the events could be used for a
temporary, part-time person to do interviews and videos of key people, in
particular pioneers in this area, to capture their thoughts and history for the
future. Much of this is relative to the rural -urban divide. This funding would
be seed money so they could try to get other donations for an ongoing
program.
Commissioner Baney said she is impressed at how much got done without
using the entire budget.
BANEY: Move approval of a grant of $9,650 towards Deschutes Historical
Museum for this project.
UNGER: Second.
VOTE: BAN EY: Yes.
DEBONE: Yes.
UNGER: Chair votes yes.
Other Items.
The Board went into executive session at 1:50 p.m. under real property
negotiations and litigation. After the session, the following action was taken.
DEBONE: Move Chair signature of a settlement agreement on the Mays
case, per discussion in executive session.
BANEY: Second.
VOTE: DEBONE: Yes.
BANEY: Yes.
UNGER: Chair votes yes.
Mr. Anderson stated that Timm Schimke, Solid Waste Director, just hit thirty
years at the County. He will be recognized at the department's morning
briefing at 6:30 a.m. on Wednesday, December 21, and the Commissioners
said they would be there.

• Faces of the Deschutes Centennial play (five performances stretching from Terrebonne to La
Pine)

Hindsight:
• Art contest and essay contest had low participation rates
• Paid advertising needed to boost Centennial Play attendance
What's Next?
Oral history interviews from the past provided important content and were well received by the public.
DCHS collections lack oral history interviews covering the close of the county's first century, a period of
extreme growth and demographic changes. As a continuation of Deschutes Pioneer oral history project,
DCHS is seeking funding for temporary staff position to complete oral history interviews for Deschutes
County elected officials (commissioners/sheriff/district attorney/clerk) as well as cities of Bend and
Redmond city councilors.
Approximate cost for one year is $30,000 for a .8 FTE position. Remaining centennial funds directed to
this program provides seed funding/matching dollars that DCHS can leverage in grant
writing/fundraising for project.
BOCC Work Session — OSU-Cascades
12-14-16 meeting notes:
Much of the discussion was based on whether it would be a "purchase agreement" or an
"option agreement", and the terms that would be included therein.
Q: Does OSU-C have the funds (which are dependent on State Budget) to fund/perform
the clean-up (per a future Remediation Plan and PPA)?
Seemed to be a consensus on stipulating a "reversionary clause" if OSU-C cannot
perform the remediation in entirety, or within an established timeframe, with no
reimbursement for dollars spent on remediation efforts.
- No reimbursement for any dollars spent (for remediation, land use, etc...), if the deal
does not close for any reason.
- No sharing of costs associated with any "unknown hazards."
- There should be "milestones" established for performance over time by OSU-C.
- The PPA, with the remediation plan approved by DEQ, should specify that OSU-C will
assume/hold the DEQ permit in the future (with the only County liability being linked to
previous waste/location and not the future excavation, removal and relocation thereof).
- County should wait until OSU-C completes Master Planning (early spring 2017), one
design of which includes the Demo Landfill, so that the BOCC knows what it is
committing to prior to agreeing to transfer of ownership.
- The appraised value (per their appraiser) should be checked — possibly by a review
appraisal, or a completely separate/new appraisal.
Primary question: Does the County want a purchase agreement or option agreement?
- Provide feedback to Becky J. and Kelly S. per BOCC direction at work session.
