A meeting of the Board of County Commissioners was held on March 18, 1982. Commissioners present were Albert Young, Robert Paulsen, and Clay Shepard. George Vale and Fred Meyer and Dale Holland (?) of ODOT were also present. Mr. Vale and Mr. Holland said they are trying to get out and about to meet with different people, and to help with the perception of their department by the public; and to talk about Ballot Measure 4 perceptions (gas tax). Mr. Young said that is a big thing these days, and asked about the odds of it passing. The ODOT representatives said they took a poll in January, with 600 phone calls statewide. The results were about 50% yes, 44% no, and 6% undecided. They have had a positive response due to winter problems and most people agree on the need. The other variable is it is better organized this year and they are getting other agencies involved. It is hard to know what the media will do. The ODOT representatives responded that the one cent allows what they want to do for maintenance, but that runs out pretty fast. If it passes, they may have an additional $5.5 million for maintenance, which might help accelerate projects and help them catch up. There are big issues with north Highway 97. They also need to be able to match federal aid. There was a long discussion about the condition of the roads, which is much worse this year. They said they need groups to understand and take the lead. If the price of gas goes to $1.35, they won't be able to pass the measure. They talked about the road between Bend and Redmond, which is a serious problem. ODOT said that Horse Ridge is also a bad spot, as is Highway 20 towards Sisters and the Powell Butte Highway. There was then a discussion about parks. The County has none but there is now aid available from the State for parks if needed. There was a long, heated discussion about the pros and cons of mass transit and bus service.
