A meeting of the Board of County Commissioners was held on May 19, 1983. Commissioners present were Lois Prante, Larry Tuttle and Albert Young. Also present were media representatives and one other citizen, and members of the Budget Committee. The Budget Officer (unidentified) said the Committee had a discussion about department budgets and suggestions regarding the departments living within their means. They need to analyze the situation with the Board. There is a loss of over $700,000 in projected revenue this year. The Budget Committee has formed recommendations on how to handle this. The most important asset to County operations are employees, so the most difficult aspect is knowing the impact to employees. This should be minimized as much as possible. The hope is to maintain the level of benefits but allow the departments to figure out how to deal with the loss of revenue. There is little hope for other tax relief such as a sales tax. Transcription of Audio Recording of May 19, 1983 Page 1 of 3 The group then had a long discussion regarding the various departments and recommendations about cutting back certain programs. It was observed that these will cover only about half of the deficit. The Committee has proposed a four-day workweek, 7:30 a.m. to 5:30 p.m. each day. This will allow for some time for preparation and closing each day. This will save $74,000. Reimbursement for mileage will be reduced as well. All training will be eliminated unless it is required for certifications. This will come to over $600,000 in savings. Some other things can be cut back to make up the difference. The Courts are looking at ways to cut back hours also. There will be a 10% reduction in employee pay across the board. These are difficult times. They have learned that Forest Service receipts may be computed differently, and this will result in less money coming to the County. A woman from audience asked if this is an official meeting, since no one else from the general public is here. Abe Young replied it is a posted meeting but this doesn't guarantee anyone will show up. The Budget Committee noted that these changes would be effective as of July 1. There is no other way to balance the budget. They will need to post notices so people will know; the day they are closed would probably be Fridays. The woman stated that some people did not understand when they voted last time regarding what the funds were for. Mr. Young replied that it is hard for him to conceive that people can't understand what is written. There was no confusion on the voting cards. This must have been the most publicized election held in the last 11 years. He feels there is apathy on the part of the voters. If they don't want to support things, that is their decision. Having election after election costs money and seems to get them nowhere. A motion was made to adopt the recommendations of the Budget Committee. The vote was unanimous.
