November 9, 1983, 9:00-9:40 AM.
A meeting of the Board of County Commissioners was held on November 9, 1983.
Commissioners present were Lois Prante, Larry Tuttle, and Albert Young. Also
present were Sue Stoneman, Secretary; County Counsel Rick lsham; and an
unidentified Road Department representative.
The Commissioners deleted items #8 and 11 from the agenda.
They discussed the award of bids for the purchase of a front-end loader. A
representative of the department explained the need for a new piece of
equipment that is more versatile. The old one was down for six weeks waiting for
parts that are not readily available. Only one bid was received, from Pape
Brothers in Redmond, which is in line with the anticipated total amount of
$84,979.

The next discussion was about a program to allow other agencies to submit
applications for medical facilities, to be able to provide 24-hour service. There is a
deadline for submittals to the State. The County could be one of the bidders.
The Board can review information on whatever the State decides.
The Commissioners unanimously approved the item.
The Board reviewed a document regarding a 24-hour emergency detox program.
They will send a letter to the State in this regard.
The Commissioners unanimously approved the item.
Next was discussion of a lease for Juvenile Services. Mr. Isham said this is a
standard lease for the County to use a property.
The Commissioners unanimously approved the item.
The Board discussed appointments to the Awbrey Butte Committee. The
Committee recommended Gary Silbaugh and John Sholes.
The Commissioners unanimously approved the item.
The Board considered approval of Order No. 83-278, transferring appropriations
in the general fund to contract services.
The Commissioners unanimously approved the item.
Next was a request for refunds, from Building and Safety to private property
owners to reimburse for permits that were not needed.

The Commissioners unanimously approved the item.
The Commissioners then discussed a livestock claim - dog versus sheep. A Iamb
was killed by unknown dog, off South Highway 97. This claim was verified by the
police and a veterinarian on October 17. There is a fund to reimburse for
livestock lost in this fashion. Sue Stoneman found out the value is up to $75.
The Commissioners unanimously approved this payment.
